HomeMy WebLinkAboutR-11554 adopting San Luis Obispo (SLO) Transit's FY 2026-30 Short-Range Transit PlanR 11554 RESOLUTION NO. 11554 (2025 SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, ADOPTING SAN LUIS OBISPO (SLO) TRANSIT’S FY 2026-30 SHORT-RANGE TRANSIT PLAN WHEREAS, the City of San Luis Obispo (City) operates the San Luis Obispo (SLO) Transit system and the City Council of the City of San Luis Obispo is SLO Transit’s governing board; and WHEREAS, the San Luis Obispo Council of Governments (SLOCOG) requires transit agencies that receive federal funding through the region’s Federal Transportation Improvement Plan (FTIP) program to prepare and adopt a Short-Range Transit Plan every five years; and WHEREAS, in June 2023, San Luis Obispo Regional Transit Authority (RTA) released a Request for Proposals for a joint Short-Range Transit Plan update for both RTA and SLO Transit; and WHEREAS, in September 2023, RTA executed an agreement with LSC Transportation Consultants, Inc., for the joint Short-Range Transit Plan update; and WHEREAS, on July 16, 2024, the City Council held a Study Session to receive a presentation on the progress to date, to provide direction on which service alternatives to include in the plan update, and provide direction to staff to return with a draft plan for Council’s review; and WHEREAS, on January 8, 2025, the Mass Transportation Committee, at a regularly scheduled meeting, recommended to Council the inclusion of service, fare, and program changes in the Short-Range Transit Plan update; and WHEREAS, on February 25, 2025, the City Council conducted a public hearing at a regularly scheduled meeting and received a presentation on the administrative draft of SLO Transit’s Short-Range Transit Plan, considered public testimony of interested parties, the minutes from the Mass Transportation Committee meeting, and directed staff to make necessary changes to the plan and return on April 15, 2025 with a final plan for adoption; and WHEREAS, LSC Transportation Consultants provided a final Short-Range Transit Plan on March 18, 2025, which is herein referred to as the 2026-30 Short-Range Transit Plan; and WHEREAS, at a regularly scheduled meeting of the City Council on April 15, 2025, the City Council found that the draft Short-Range Transit Plan is consistent with the policies of the General Plan, the Climate Action Plan, and the Climate Action, Open Space, and Sustainable Transportation Major City Goal of the 2023-25 Financial Plan. Docusign Envelope ID: 854CECFE-753D-4FC9-B8AE-7C86C38C7536 Resolution No. 11554 (2025 Series) Page 2 R 11554 NOW, THEREFORE, BE IT RESOLVED that the Council of the City of San Luis Obispo does hereby authorize the adoption of SLO Transit’s 2026-30 Short-Range Transit Plan as follows: SECTION 1. Environmental Review. The California Environmental Quality Act (CEQA) does not apply to the recommended actions in this report, because the action does not constitute a “Project” under CEQA Guidelines Section 15378. Tasks carried out as part of the implementation of the Short-Range Transit Plan adoption must comply with state and local laws including environmental review or finding of exemption. SECTION 2. Constraints. The Short-Range Transit Plan is a fiscally constrained document. Adoption of the plan in no way commits the Council or the City to the implementation of the service, fare, and program change recommendations contained within the plan. The City Council of the City of San Luis Obispo does hereby adopt the 2026-30 Short-Range Transit Plan as recommended by the Mass Transportation Committee.
