Although the Committee will not take action on items presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for discussion. 6.CONSENT Matters appearing on the Consent Calendar are expected to be non- controversial and will be acted upon at one time. A member of the public may request the Tree Committee to pull an item for discussion. The May 26, 2025 meeting of the Tree Committee will be cancelled due to the Memorial Day Holiday. TREE REMOVAL APPLICATION 4.a REQUEST TO REMOVE 20 EXISTING TREES AND PROVIDE 45 COMPENSATORY TREE PLANTINGS AT 3450 BROAD STREET; THE PROJECT IS CATEGORICALLY EXEMPT FROM ENVIRONMENTAL REVIEW (TREE-0033-2025) Associate Planner Hannah Hanh presented the staff report and responded to Committee inquiries. Applicant representative, Tim Ronda, Principal Architect for Studio Design Group Architects, and Rob Maday, Principal Landscape Architect for Bosky Landscape Architecture, provided an overview of the Tree Removal Application and responded to specific questions raised. Vice Chair Parker opened Public Comment Public Comment: None --End of Public Comment-- Vice Chair Parker closed Public Comment Motion By Member Canella Second By Member Rosten Recommend the Planning Commission approve the proposed tree removals and compensatory plantings as they are consistent with requirements in San Luis Obispo Municipal Code Chapter 12.24 (Tree Regulations) with the following findings:  G(1) Size of Tree(s) – All twenty of the trees to be removed are smaller in scale and have lower visual prominence.  G(2) Location - Nine of the twenty trees are not highly visible from the Public Right-of-Way.  G(3) Species - All twenty of the proposed removals are non-native species and carry a lower preservation priority.  G(4) Forestry Best Practice – Thirteen of the twenty trees to be removed are in poor condition, seven are in fair condition, and the proposed replacement plantings will increase biodiversity and tree age distribution onsite. Page 6 of 23 3  G(6) Compensatory Plantings - The number (45) and size of the replacement trees (24-inch to 60-inch box) exceeds the minimum replacement requirements (1:1 and 15-gallon). ADJOURNMENT The meeting was adjourned at 6:13 p.m. The next Regular Meeting of the Tree Committee is scheduled for April 28, 2025 at 5:30 p.m. in the Council Hearing Room at City Hall, 990 Palm Street, San Luis Obispo. _________________________ APPROVED BY TREE COMMITTEE: XX/XX/2025 Page 7 of 23 Page 8 of 23 TREE COMMITTEE AGENDA REPORT SUBJECT: 2025 ENGINEERING STANDARDS UPDATE, STREET TREES MAJOR LIST (8020) FROM: Walter Gault, Urban Forestry Program Coordinator / City Arborist Phone Number: (805) 781-7578 Email: wgault@slocity.org 1.0 RECOMMENDATION Review proposed updates to the Street Trees Major List (Engineering Standard 8020) and provide recommendations to the City Arborist. 2.0 BACKGROUND Municipal Code Section 12.24.040 states that the tree committee, with the assistance of the public works and community development departments, has developed and will maintain a Street Tree Master List and a Street Tree Major Streets List which shall be adopted by Resolution of the City Council and shall be on file in the Public Works Department, Engineering Standards. These documents shall specify the species of trees suitable and desirable for planting in certain areas in order to establish a diverse urban forest. 3.0 DISCUSSION The City is updating its Engineering Standards in 2025, which include the Street Tree Master List and Street Tree Major Streets List. Staff would also like to propose the addition of a Street Tree Specific List and rename the Street Tree Master List to “Master Tree List.” Engineering standards matter because they provide a framework to help all participants in the urban forest (City Staff, residents, contractors, and developers) manage and replenish the urban forest in ways that reflect the input from staff, T ree Committee and outside experts. On February 28, 2025, the Tree Committee reviewed and accepted changes proposed by staff to the Street Trees Major List (Attachment A), derived from the DRAFT Master Tree List (Attachment B). Species deemed to be either problematic, such as Magnolia, or not in the best interests of the urban forest, like Crape Myrtle, were recommended for removal from the list. The Tree Committee also requested further review of species lists and that additional changes be presented. Meeting Date: 4/28/2025 Item Number: 7a Time Estimate: 30 minutes Page 9 of 23 Item 7a Management of the urban forest and species selection is influenced by multiple factors such as impact to public-right-of-way and hardscape, traffic visibility, leaf and fruit litter, light filtration and building architecture visibility. Previous species choices and subsequent performance observations have led to refinement of the species lists. New tree species suggestions have vertical growth habits and let in light while still providing meaningful canopy benefits. Below is a list of the additional recommended changes to the trees in Downtown District and Downtown Accent categories proposed by staff. Links are provided , which give more detailed information about the tree species discussed below. The Downtown District and Downtown Accent were prioritized on the Major Streets List because of anticipated future changes to canopy cover. Two (2) species from the Master Tree List are proposed additions to the Downtown list: Tipuana tipu and Brachychiton populneous (Bottle Tree). These species provide significant canopy, let in more light, have a reduced maintenance burden and meet expected future requirements of the urban forest like building clearance. They are both drought tolerant once established and are suitable for SLO’s climate future. Brachychiton populneous (Bottle Tree) can be viewed on the 700 Block of Higuera near the Garden Street intersection and Tipuana tipu can be viewed on the 700 Block of Lincoln Street.
