SUBJECT:
Award of Contract to Union Asphalt, Inc. for "Street Reconstruction and
Resurfacing Project, Various Locations, City Plan No. M -08A11.
CAO RECOMMENDATION:
Adopt Resolution Awarding the Contract to Union Asphalt, Inc., and
Authorizing the Transfer of Funds, in accordance with Purchasing Control
Procedure 403 -3.
DISCUSSION:
The Pavement Monagenent System Capital Improvement Program street priority list
was submitted and adopted by the Council on February 16, 1988, by Resolution
No. 6398 (1988 Series).
The streets to be reconstructed or resurfaced under this project are listed as
project nos. 3,7,10,19,20,27,29,32,34,35,39 and 40 (Please refer to Exhibit A
attached). Project no. 1 is currently under contract with Madonna Construction
Co. The omitted projects are being delayed due to conflicts with future
utility, City, or private development projects.
On July 19, 1988 the City Council approved the plans and specifications and
authorized Staff to advertise for bids. The bids were opened on August 5,
1988, the results of which are shown on the attached Bid Summary Sheet. Union
Asphalt, Inc. of Santa Maria, CA was the low bidder with a bid of $656,712.50.
The Engineer's Estimate for this project was $757,575.00.
Significant Impact:
The estimated costs are as follows:
Bose Bid: $656,712.50
Contingencies: 43,287.50
Total: $700,000.00
$540,000 has been appropriated for street reconstruction and resurfacing in the
Capital Reinvestment Plan of the 87/89 Financial Plan. To prevent an increase
in the backlog of street reconstruction and overlay projects, Council approved
an additional $140,000 appropriation to the C.R.P. Street Fund for street'
reconstruction on June 6, 1988, by Resolution No. 6450 (1988 Series). Total
funds available for this project are $680,000.
On May 17,1988, by Resolution No. 6439 (1988 Series), the Council authorized
the Mayor to enter into an agreement with the City of Dublin to exchange the
City of San Luis Obispo's FAU funds for general funds. Upon execution of the
agreement, the City of San Luis Obispo is to receive $322,500. Per the terms
of the agreement, these funds are to be used on projects eligible for the
expenditure of street funds.

To cover the cost of this project it will be necessary to appropriate
$20,000.00 of the FAU exchange apportionment.
This project has been given an EIR clearance by the Planning Department.
Status: Categorical Exemption.
CONSEQUENCE OF NOT TAKING ACTION:
The project may be more expensive to construct at a later date, deterioration
of the streets will continue, and the backlog of projects will increase.
ACTION RECOMMENDED:
Adopt Resolution authorizing the transfer of funds and awarding the contract
for the "Street Reconstruction and Resurfacing Project, Various Locations, City
Plan No. M -08A ".

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
AWARDING A CONTRACT TO UNION ASPHALT, INC. OF SANTA MARIA, CA
AND TRANSFERRING MONEY FROM STREET FUND CRP APPROPRIATION
WHEREAS, the City received bids for "Street Reconstruction and
Resurfacing Project, City Plan No. M -08A, and
WHEREAS, the Engineer's estimate was $757,575.00, and
WHEREAS, the low bid was received from Union Asphalt, Inc. of Samto
Maria in the amount of $656,712.50, and
WHEREAS, there is money available in the Street Fund CRP Appropriation
for this project,
NOW THEREFORE BE IT RESOLVED, the following items:
1. Accept the low bid from Union Asphalt, Inc. of Santa Maria, CA.
2. Authorize the Mayor to sign the contract on behalf of the city.
3. Direct the City Clerk to prepare the appropriate documents for
signature by the successful bidder and the Mayor.
4. Direct the Finance Director to transfer $700,000.00 from the Street
Fund CRP Allocation to Account No. 021 - 9841 -091 -572 for for cost of
construction and contingencies for the Street Reconstruction and
Resurfacing Project.
