RE: Support for Senate Bill 491 – Annual Reporting by the California Energy Commission
Dear Senator Laird,
On behalf of the City of San Luis Obispo, I am writing to express our support for Senate Bill 491, which
mandates the Chair of the California Energy Commission (CEC) to annually report to the Legislature
on the Commission's activities and public engagement efforts.
As a city committed to sustainability, climate action, and building a resilient energy future, we value
greater transparency and public engagement in statewide energy planning and policy development.
SB 491 would help ensure that key initiatives—such as energy efficiency standards, renewable energy
programs, and efforts to forecast and meet electricity demand—are implemented with clear
communication, legislative oversight, and meaningful public input.
These improvements are critical to local governments like San Luis Obispo, which rely on effective
collaboration with state agencies to achieve ambitious climate goals, advance clean energy
initiatives, and ensure equitable access to sustainable technologies for all residents. Strengthening
transparency at the California Energy Commission also supports better coordination with regulatory
bodies such as the California Public Utilities Commission, further improving the reliability and
affordability of energy services throughout our region.
We appreciate your leadership in advancing SB 491 and respectfully urge the Legislature to support
this important measure.
Sincerely,
Erica A. Stewart
Mayor
City of San Luis Obispo
