1. CALL TO ORDER
A Special Meeting of the San Luis Obispo City Council was called to order on
April 4, 2025 at 8:43 a.m. in the City/County Library Internal Conference Room,
995 Palm Street, San Luis Obispo, by Mayor Stewart.

3. CITY COUNCIL WORKSHOP
Communication and Collaboration Strategies as a Council
Highlight the Council meeting key issues in the social media visual right in
the beginning since the videos start out with a drone of City Hall
Consider adding an “FAQ” page to city website for common questions,
then push people to places on the website to find information via links.
Cut off staff agenda correspondence on Monday, to the degree possible.
Anything that can’t be addressed by then, could be addressed during the
meeting.
If there was agenda correspondence on an item, it should be announced
at the meeting and people should be directed to that document if they
want to see more information.

Onboarding Process and Updates
Evaluate what items need to be on the January meetings.
Change Advisory body recruitment timeline to start the beginning of the
year.
Create a one-page guide for Council on who is on what email groups, and
how emails are responded to, timeline, etc.
Consider adding a “Brown Act” disclaimer on email signatures.
Consolidate the New Council Member Orientation documents.
Mayor City Coals and Strategic Plan
Key Performance Indicators (KPIs) for tracking of Major City Goals: 3-4
per Major City Goal.
Consider a statistically valid survey in advance of next goal setting.
Strategic Plan to figure out what we are going to do in the next 2-5 years.
Next financial cycle is a good time to focus on a “strategic plan” that
elevates and identifies core services. Between now and then, we start
identifying all of these things.
Step 1: (~now-12 months): Staff to dig deeper into core services concept
and collection of plans for development of a Strategic Framework. Bring
with Supplemental Budget?
Step 2: (maybe Fall 2025): Council to hold study session to reaffirm
and discuss values and vision. Shift from City Mission to City Purpose.
Organizational values are different from core values.
Step 3: (~12-18 months): Development of KPIs as we move towards
2027-29 Financial Plan. KPIs should be broad, we don’t need to include
every single data point. This is also a good exercise to see what we don’t
have. An overarching statistically valid survey could help with sentiment
(TBD).
Council could have a Study Session to reaffirm and discuss vision and
mission, and core service analysis.

4. ADJOURNMENT
The meeting was adjourned at 2:50 p.m. The City Council will hold a Special
Closed Session on Tuesday, April 8, 2025 at 5:30 p.m. in the Council Hearing
Room at City Hall. The next Regular Meeting of the City Council will be held on
April 15, 2025 with Closed Session at 4:30 p.m. in the Council Hearing Room
and the Regular Meeting at 5:30 p.m. in the Council Chambers at City Hall, 990
Palm Street, San Luis Obispo.
