Laurel Creek Mixed-Use Building
Project Plan – April 9, 2025
Summary
The Laurel Creek Mixed-Use building is an existing 2-story, type III-B building that includes the following
users/uses; warehouse tenants, Bang the Drum Brewery, SLO City Church, and commercial office tenants.
Construction on the building had stalled for a significant amount of time and the building is currently under a
Notice and Order requiring that the existing tenants, other than the warehousing tenants, vacate the premises
due to unsafe conditions. The specifics associated with the Notice and Order are detailed in a letter issued by
Michael Loew, the City of San Luis Obispo Chief Building Official dated March 10, 2025.
Laurel Creek, LP, is the controlling party (owner). Laurel Creek, LP, is committed to completing the work
necessary to close all open building permits and ensure a safe environment for full, permanent, occupancy of
the building.
This memo outlines the owner’s plan for completing the work. There are three phases proposed to complete
the work.
The first phase is focused on immediately completing the work necessary to ensure the safe occupancy of the
building by the current tenants, except for the assembly functions associated with the church.
The second phase will follow immediately after the first phase and includes the work necessary to add the SLO
City Church assembly use to the building.
The third phase will follow immediately after the first two phases and includes the work necessary to add the
residential uses. At the conclusion of the third phase, all active permits will be closed out and a final
certificate of occupancy will be requested for the completed project. Any future work will be applied for
under separate cover after the work associated with the existing permits is completed.
Phase 1
The work required to allow the existing tenants to remain in the building is beginning immediately. This work
is scheduled to be completed no later than June 15, 2025.
This work includes but is not limited to the following items:
Fire Sprinklers/Alarm
- Operational fire sprinklers throughout the building
- Completed fire line loop around the building
- No longer utilizing a temporary fire pump to ensure adequate pressure

Weatherproof building envelope
- Replacing exterior metal siding that has been removed in large areas on the north side of the building
- Installing new exterior metal siding at the vertical slots created to install fireproofing at the steel columns
around the building
- Completing the installation of metal siding at the Bang the Drum space and along the south elevation
- Installing a new exterior wall with metal siding at the west elevation where the wall has been removed
- Completing the stucco finish at the Bang the Drum space and along the south elevation
- Sealing numerous penetrations through the exterior walls that were created to install various elements
- Installing new roll-up door on the north elevation near the eastern corner of the building
Exit Routes
- Complete the installation of the doors within the first floor exit corridor including patching around the
doors, and door hardware
- Install all required exit signs and emergency lighting from all occupied spaces to the required exit doors
- Install all required signage identifying spaces on, or adjacent to, the doors
- Complete the installation of the drywall and general lighting in the corridor
- Ensure a smooth floor surface from each occupied space to the required exit doors
- Complete the exterior egress paths from the doors to safe dispersal areas
Site Work
- Repair the damaged asphalt paving in the areas serving the occupied portions of the building
- Repair the damaged concrete walkways that are required for egress
- Fill open holes and trenches
- Clearly identify and restrict public access to construction areas
Building Code Compliance
- At the conclusion of phase 1 the building will be considered an unlimited area building per CBC Section
507.5
o The allowable occupancy groups are limited to Group B, F, M or S
o The building is no more than two stories
o The building is equipped with an NFPA-13 fire sprinkler system
o The building is surrounded and adjoined by yards not less than 60 feet in width
Conclusion of Phase 1
- At the conclusion of phase 1, the building will be safe for the continued occupancy of the warehouse
tenants, Bang the Drum Brewery, and office tenants
- The building will also be safe for the continued occupancy of the SLO City Church office uses but the SLO
City Church assembly use will not be allowed
- Residential uses will not be allowed
Phase 2
The phase 2 work required to complete the building and allow for the SLO City Church assembly use to occupy the
building will start concurrently with the phase 1 work but will have a longer duration. This work is scheduled to be
completed no later than July 1, 2025
Building Interior
- Complete interior work required for the SLO City Church tenant improvement

Exit Routes
- Install all required exit signs and emergency lighting from all occupied spaces to the required exit doors
- Install all required signage identifying spaces on, or adjacent to, the doors
- Complete the installation of the drywall and general lighting in the exit passageway
- Ensure a smooth floor surface from each occupied space to the required exit doors
- Complete the exterior egress paths from the doors to safe dispersal areas
- Complete the exit passageway from the SLO City Church assembly space to the exterior of the building
Fire and Life Safety
- Complete the installation of the fire walls separating the residential uses and assembly occupancies from
the warehouse tenants
- Confirm fireproofing of structural frame is complete
Site Work
- Repair parking lot asphalt areas required for church assembly use
- Install required accessible parking stalls
Building Code Compliance
- At the conclusion of phase 2 the building will be considered three separate buildings due to the
installation of two fire walls in compliance with CBC Section 706 as modified by approved Alternate
Materials and Methods (AMM).
o The fire walls are 3-hour rated
o The building structural frame is provided with 3-hour rated protection
o In compliance with the AMMR, residential uses are not in the same building (compartment)
formed by fire walls as high-pile combustible storage warehousing or other uses deemed
hazardous and not consistent with the City of SLO zoning code
Conclusion of Phase 2
- At the conclusion of phase 2, the building will be safe for the occupancy of the SLO City Church assembly
use
Phase 3
The work required to complete the building and allow for the residential uses to occupy the building will start
concurrently with the phases 1 & 2 work but will have a longer duration. This work is scheduled to be
completed no later than August 1, 2025.
Building Exterior
- Complete residential balconies including railings, lighting and deck surfaces
- Install the new electrical transformer required for the residential units
Building Interior
- Complete interior work required for the 31 residential units
- Complete the installation of the additional electrical switchgear required for the residential units

Building Code Compliance
- The residential units will be a separated occupancy within the 2-story mixed-use building separated from
the remainder of the overall building by a 3-hour rated fire wall.
- The residential units will be separated from the first floor commercial office uses by a 1-hour horizontal
assembly
- The residential units will have two exit stairs that meet the requirements of CBC chapter 10
- The residential units will be on an accessible route via an elevator
Conclusion of Phase 3
- At the conclusion of phase 3, the building will be safe for the occupancy of the 31 residential units
Additional Notes
- A building permit associated with the installation of 44 residential units (BLDG 2788-2022) was applied for
and is ready to issue
o This permit will no longer be pursued and the work associated with this permit will not be
pursued at this time
- A building permit associated with the installation of the required fire wall and other pre-work associated
with the installation of 44 residential units (BLDG 2695-2022) was issued.
o This work has started in the field
o Since the 44 apartments are no longer being constructed the fire wall and associated pre-work
will stop and not be completed
o All incomplete work will be completed to the point where it does not create a hazard
o This space will be acceptable for group B, F, M or S occupancies if a tenant improvement plan is
submitted and approved later
o Occupancy groups R & A will not be allowed in this space

- Work under this permit includes completing the 31 apartments on the second floor on the south side of the
building.
• Work Completed
o 31 apartments are nearing completion.
Flooring, appliances, painting and light fixtures have been installed in 90% of units.

o First floor Kitchenette including cabinets, counters, lights, plumbing and flooring.
