RE: PUBLIC RECORDS REQUEST – 1321 GARDEN STREET DEVELOPMENT
(FILE NOS. ARCH‑0543‑2019 | APPL‑0607‑2020 | PC RES. PC‑1034‑21)
Dear City Clerk:
Pursuant to the California Public Records Act (“CPRA”; Gov. Code, § 7920.000 et seq.) I
hereby request to inspect and/or obtain electronic copies of all public records in the City of San
Luis Obispo’s possession relating to the approved three‑story single‑family residence and attached
accessory dwelling unit at 1321 Garden Street, San Luis Obispo, California filed by the applicant
identified as Once Upon a Time LP. The request includes, but is not limited to, the following
categories:
1. Applications & Submittals – original and revised development applications; plan‑check
submittals; building, grading, and encroachment permit applications.
2. Notices & Publications – all public hearing notices, mailed notices, newspaper
publications, posting affidavits, and affidavits of mailing.
3. Staff Communications – staff reports, memoranda, e‑mails, internal notes, and
correspondence between City staff, the applicant, consultants, or third parties.
4. Conditions of Approval – resolutions, approval letters, project conditions, mitigation
measures, and any subsequent amendments or compliance records.

5. Design & Technical Plans – architectural, structural, civil, landscaping, and lighting
plans; color and materials boards; visual simulations; setback exhibits; and any
peer‑review or plan‑check comment letters.
6. Environmental & Technical Studies – CEQA determinations (including the categorical
exemption relied upon), technical analyses, and any supporting documentation.
7. Appeals & Hearings – appeal applications, appellant letters, Planning Commission staff
reports and minutes, and Architectural Review Commission records.
8. Public Comments – letters, e‑mails, or testimony submitted by members of the public
or other agencies.
9. Enforcement or Compliance Actions – code‑enforcement correspondence, inspection
reports, and monitoring records.
10. Other Related Records – any other documents, photographs, or electronic files
referencing the project address, file numbers, or project description.
Please include all drafts, attachments, e‑mails (including those retained in archived or
off‑line systems), metadata, and any responsive records maintained by the Community
Development Department, Public Works Department, and Fire Department, if applicable.
Under Gov. Code section 7922.575, I request that the records be provided electronically in
native digital format (PDF, DWG, or other original format) via e‑mail, secure download link, or
USB drive. If any records exist only in hard copy, please inform me of the copying costs so I may
remit payment or arrange on‑site inspection.
The CPRA requires the City to respond within 10 calendar days of receipt (Gov. Code,
§ 7922.535) to: (1) confirm whether responsive records exist, (2) produce disclosable records, or
(3) identify the specific legal basis for any withholding with a brief explanation. If additional time
is necessary under the statute’s “unusual circumstances,” please so notify me in writing and
provide an estimated production schedule. Should any portion of a record be exempt from
disclosure, please segregate or redact only those specific portions and release the remainder. For
every withheld or redacted record, please cite each specific statutory exemption and explain how
it applies. (Gov. Code, § 7922.000.) This request is made for the purpose of public review and is
not for commercial use. Consistent with Gov. Code section 7922.530, I agree to pay the direct cost
of duplicating paper records or the direct cost of producing copies in an electronic format not
readily available. Please provide advance written notice if anticipated costs exceed $300.
