Lea Brooks 1 May 4, 2025 To: Mayor Stewart and Council Members Boswell, Francis, Marx and Shoresman From: Lea Brooks Re: May 6, 2025, Agenda, Item 7.c.; Discuss and provide direction on Tank Farm Road striping modifications and authorize advertisement of the 2025 paving project for construction I am a member of the Active Transportation Committee (ATC) and support our committee’s recommendation to you. My comments are as an individual who rides this segment of Tank Farm Road several times a week and am concerned that the ATC’s recommendation to narrow the roundabout at Righetti Ranch is not addressed in the staff report. Alternative 1, the road diet supported by the ATC between Poinsettia Street and the Union Pacific Railroad bridge, is a safety issue. Reducing the number of lanes from five to three will slow traffic and accommodate a much-needed marked crosswalk at the Morning Glory/Sunrose intersection. Public comments during our meeting on this issue strongly supported a crosswalk to protect children and others who walk and roll across Tank Farm Road to reach French Park’s many amenities. As the staff report says, “there are no viable parallel routes existing or planned along this segment of Tank Farm Road.” Under the existing configuration of Tank Farm, it’s not uncommon to see motorists swerve into the bike lane on the curves. Regarding the roundabout at Righetti Ranch, the ATC also heard comments from both members and residents that the roadway is too wide to sufficiently slow traffic. I asked staff why the staff report doesn’t address this issue, and heard back that narrowing the roundabout is outside the purview of the paving project. In the short term, the current plans are to add speed feedback signs and 15 mph entry speed warning signs with yellow beacons on the approaches. If this doesn’t work, longer-term solutions need to be researched.
