CAD RECOMMENDATION:
Approve resolution and agreement funding La Fiesta through the
Grants -In -Aid component of the Promotional Coordinating Committee in the
amount of $3,620.
BACKGROUND:
On July 21, 1987, the City Council reviewed the Promotional Coordinating
Committee recommendations for Grants -In -Aid funding for Fiscal Year
1987 -1988. The Council approved funding to seventeen programs in the
amount of $46,100:
The contracts with each agency are monitored by staff for compliance with
expenditures as stated in each agency's proposal and /or Council
direction. Monitoring is accomplished through monthly reporting,
detailing program activities, statistics and expenditure of the City's
grant.
During the Council considerations of the Promotional Coordinating
Committee's recommendations, La Fiesta de San Luis Obispo was denied
funding and directed to work with the Promotional Coordinating Committee
on an organizational restructuring. Only then could La Fiesta re -apply
for specific uses of up to $3,620.
SIGNIFICANT IMPACTS
If the La Fiesta de San Luis Obispo is not awarded a grant per the
Promotional Coordinating Committee's recommendation, La Fiesta will
proceed with their annual activities as scheduled in May of 1988.
However, it is reasonable to assume that drastic measures by the Board of
La Fiesta to balance their budget, will have a negative impact on the 1988
festivities.
CONSEQUENCES OF NOT TAKING RECOMMENDED ACTION
If the City of San Luis Obispo does not choose to fund the La Fiesta de
San Luis Obispo for their activities in May 1988, it will likely be
construed to mean the City is not supportive of La Fiesta.
Even though City staff assists in the coordination and in -kind work for La
Fiesta, a financial commitment is necessary because, without City funding,
La Fiesta will have to curtail some programs while attempting to maintain
the traditional aspects of the event.
The Promotional Coordinating Committee thoroughly reviewed the application
by La Fiesta and recommended unanimously funding the organization in the
amount of $3,620.

EVALUATION
Since the initial application submitted by the La Fiesta organization in
April of 1987, and subsequent review by the PCC and the City Council in
.July 1987, La Fiesta has demonstrated an organizational ability to
implement their proposal with success.
Ms. Vicki Carroll is the new president of La Fiesta de San Luis Obispo and
primarily responsible for packaging the newest proposal. The proposal was
extremely well written and Commissioners were complimentary about the
proposal.
A complete statement of revenue and expenses for 1936 was attached to the
application identifying each event /activity sponsored by La Fiesta. The
PCC felt the financial information was exemplary. The La Fiesta group has
requested funds specifically for the parade, entertainment and publicity.
Although some organizational weaknesses may still be present. the PCC felt
the new management and leadership of La Fiesta was improved greatly. The
PCC and staff determined that the financial reporting was very good.
Overall, the restructuring of La .Fiesta has been a success and the PCC had
no reservations in recommending an award of $3.620.
ALTERNATIVES
1. Approve recommendation of the Promotional Coordinating Committee and
adopt resolution and contract awarding La Fiesta an amount of $3.620
through the Grants -In -Aid program 1987 -1988.
2. Deny the recommendation of the Promotional Coordinating Committee and
choose not to fund La Fiesta for Fiscal Year 1987 - 1933.
3. Council may add, delete or modify the amount of the award co La Fiesta
or conditions of the contract.
FISCAL IMPACT
By approving the agreement with La Fiesta, the City Council is authorizing
them to spend their allocation of City monies. The funding level of
$3,620 is within the approved line item amount for the Grants -In -Aid
component of the PCC budget for 1987 -1988.
STAFF RECOIWENDATION
Approve the recommendation of the PCC and fund La Fiesta de San Luis
Obispo an amount of $3.620.

BE IT RESOLVED by the San Luis Obispo City Council as follows:
SECTION 1. That certain agreement attached hereto, marked Exhibit
"A," and incorporated herein by reference, between the City of San Luis
Obispo and La Fiesta de San Luis Obispo is hereby approved and the Mayor
is authorized to execute the same.
SECTION 2. The City Clerk shall furnish a copy of this resolution
and a copy of the executed agreement approved by it to: La Fiesta; City
Finance Director.

TO CULTURAL, ARTISTIC OR EDUCATIONAL ORGANIZATIONS
FOR FISCAL YEAR 1987 -88
LA FIESTA DE SAN LUIS OBISPO
This agreement, made and entered into this day of
1988, by and between the CITY OF SAN LUIS OBISPO, a chartered municipal
corporation (referred to herein as "City "), and LA FIESTA DE SAN LUIS
OBISPO, a non - profit organization (referred to herein as "Association);
WITNESSETH:
WHEREAS, City desires to sponsor and support activities of a
;cultural, artistic, and educational nature for the benefit of the City's
residents for the promotion of the City as an inviting place for visitors
and tourists; and
WHEREAS, Association has demonstrated its ability to provide a
program which contributes to the quality of life in San Luis Obispo; and
WHEREAS, Association has requested City to grant it funds to conduct
its program; and
WHEREAS, City has established La Fiesta as a line item grant in the
..amount of 53,620.00; and
NOW THEREFORE:
1. City agrees to pay Association the sum of Three Thousand Six
Hundred Twenty Dollars ($3.620.00) to be expended for the purpose of
organizing and staging the events of La Fiesta.
2. On or before October 1. 1988, Association will provide City with
a detailed statement of its income and expenses for the previous twelve-
month period ending September 1. 1988.
3. Association and all of its agents, representatives, and
participants in any manner in the performance of Association's obligations
and duties hereunder shall be employees, independent contractors or
volunteers for Association and shall not for any purpose be considered as
employees or agents of City. Association agrees to hold City harmless and
to defend City in any action, proceeding, or hearing wherein the cause of
action or claim is based upon allegation that any person acting on behalf
of Association or the Association itself is an employee or agent of the
City including, without limitation, all actions and claims based upon
contract, tort, or statutory provisions.
4. For purpose of notice under this Agreement, all notices shall be

1. INTRODUCTION
The Spanish fiesta is an old tradition - older than the state
of California itself. In the early days of San Luis Obispo,
when there was little here but the mission, a fiesta was held
yearly on All Saints Day, August 19th.
When government and traditions changed, the fiesta, in the
old world sense, disappeared also. Decades passed before the
idea came up again. It was in 1925 when the mission pastor,
Father Daniel Keenan, resurrected the old celebration naming
it La Fiesta de las Flores (The Feast of the Flowers). Keenan
had two motives for the celebration. He wanted to retain the
Spanish tradition of the town, but he also felt proceeds
from the celebration would help with the restoration of the
old and deteriorating mission.
In the early years, La Fiesta was a community event that
revolved around the mission. It had the only grand parade
that marched through town. Often William Randolph Hearst
would lend several horses from his castle stables along
with valuable silver -laden Mexican saddles for the event.
La Fiesta de las Flores stopped as a matter of necessity
during the Second World War. When the activities were
resumed again in peacetime, La Fiesta continued for a few
.years but died from lack of enthusiasm in the 1950's.
Only interested,.caring and hard - working citizens were able
to bring it back to life again in 1965. Each year since,
La Fiesta.has.grown bigger and drawn larger..and.more energetic
crowds. This. yearly celebration is an important reminder to
the people of San Luis Obispo that our city's roots lie in
the Spanish and Mexican tradition. La Fiesta is a celebration
of that tradition. It is a way for us to recognize our
city's history, to learn more about that history and to be
thankful for the wonderful city in which we live.
La Fiesta provides an opportunity for numerous non - profit
groups to raise funds for their organization. The arts
and crafts fair in Mission Plaza during the Fiesta weekend
has always been a terrific money maker for these groups.
Organizations such as Lions Club, Kiwanis, Soroptomist Club,
Grandmother's House (non - profit children's center), Boy Scouts,
Mustang Boosters, to name just a few, use La Fiesta as their
major fund raising activity.
The La Fiesta queen contest is another.event that puts money
into the pockets of non - profit groups. Half of the proceeds
from the selling . of tickets by the queen contestants goes back
to non - profit groups. Thousands of dollars have been raised
through this event.

POLICY STATEMENT ON NON - DISCRIMINATION
La Fiesta de San Luis Obispo, Inc. does not discriminate
against any employee, volunteer or applicant for employment
because of race, religion, color, national origin, ancestry,
physical handicap, medical condition, marital status, age or
sex. The same policy applies to those who participate in any
La Fiesta events or attend La Fiesta activities.

2. PROPOSED PROJECT /NEEDS ASSESSMENT
The goal of the La Fiesta Committee is to increase the number
of entries in our parade, provide more musical and dance
entertainment for the community and make our publicity and
advertising efforts more efficient.
These three categories, the parade, entertainment and publicity
draw the most funds from the La Fiesta budget. With the
financial support of the Promotional Coordinating Committee in
the way of a grant, the La Fiesta Committee would be able to
put more of an emphasis on these very important aspects of
our celebration. (see statement of revenue and expense)
The La Fiesta parade draws a crowd of betwee
spectators. It has upwards of 100 entries.

move on to the Mission Plaza events. The plaza is literally
packed with people after the parade. They come to the plaza
to be entertained. We have two staging areas in the plaza
where free entertainment is provided. La Fiesta tries to
offer a diverse entertainment program that will appeal to
all age and cultural groups. This is difficult at times with
the entertainment budget that we have.
We feel that we are justified in asking for funds to support
these two activities because of the number of people they
bring to San Luis Obispo.
Our other need for financial support, publicity, goes hand -in-
hand with entertainment and the parade. Without publicity,
we do not get the crowds that produce revenue for so many of
the non - profit groups at the Plaza, or for the downtown merchants.
Publicity for La Fiesta is a full -time job for several months
and is done mainly by volunteers. Our printing costs and
advertising in newspapers and on the radio are a large
expense.
La Fiesta is a unique celebration. There can be none like it
in our community for it is the celebration of our city - of
the heritage we all share and are proud of. We have a very
special place to live and it deserves to be celebrated. Let
us use La Fiesta as a way to show that we are proud of San
Luis Obispo. We.all do our part to make it be the desirable
place to live that it is. We also enjoy its beauty and know
there is no other place quite like it.

3. PROGRAM OBJECTIVES
The citizens of the City of San Luis Obispo benefit from
La Fiesta in many ways. La Fiesta provides a place for
non - profit groups to make money for their organization.
The arts and crafts fair in Mission Plaza allows crafts
people and artists to display their work to an audience of
several thousand people and is also a money making event
for them.
There are so many aspects of La Fiesta which enable the
people of our community and the entire county to benefit.
One feeling keeps coming to my mind when I think of La Fiesta
and how it benefits our community. I see the people that
attend the La Fiesta events and I feel and observe the enjoy-
ment that they are receiving from La Fiesta. We provide a
place for people to entertain and be entertained. There is
an exchange of goodwill between La Fiesta goers.
The La Fiesta Committee strives to bring out the historic
aspects of our celebration. With the cooperation of the
San Luis Obispo Historical Museum we have been able to present
historical information to the community. We encourage people
to let us know what they like about La Fiesta, how we can
improve it and what they remember about Fiestas past.
By celebrating La Fiesta we hope to provide a wide range
of.opportunities for the people of San Luis Obispo:
• place for groups to.raise funds;
• celebration and recognition of our city's Spanish and
Mexican heritage;
Entertainment centered around our heritage and also representing
the local talent of our county;
Regeneration of funds for La Fiesta which will enable this
important celebration to continue;
A place for members of the community to come together and
enjoy what San Luis Obispo.has to offer us;
A showcase for the children of our community to perform.
It is the goal of the La Fiesta Committee to provide all of
the above and more for the City of San Luis Obispo through
our efforts to support and continue La Fiesta de San Luis
Obispo.

4. METHODOLOGY
The preparation for La Fiesta is a year -round activity.
Monthly meetings are held with our fiscal year beginning
in June. The La Fiesta board consists of a president, vice -
president, secretary and a treasurer. These officers are
elected on a yearly basis. The La Fiesta Committee generally
consists of a group of about 25 volunteers. During the week
of La Fiesta our volunteer staff can be as large as 200. We
have one paid position and this is of secretary. The major
committee chair positions are: parade; arts and crafts; queen
contest; publicity; carniva -1; entertainment; window decorating
contest; button design contest; E1 President Ball; El Presidente
Dinner and Burning of Zozobra (opening ceremony of La Fiesta).
La Fiesta does not have offices and our monthly.meetings are
held on the second Tuesday, 7:00 p.m., at the Pacific Gas and
Electric Offices in The Promontory, So. Higuera Street, San
Luis Obispo.

5. FUTURE FUNDING
La Fiesta does have a reserve account on which we draw
from in years when Fiesta does not make a substantial
profit. (The attached statement of revenue and expenses
for 1986 will provide more information.)
We have evaluated our plans for Fiesta 1988 and have reviewed
the shortcomings of some of the La Fiesta events, deciding
to make certain changes to improve our profit margin
and decrease some expenses. We are also researching other
grant sources from private and corporate entities. Plans
for two fundraisers in 1988 are also being made.
Receiving a grant from the City of San Luis Obispo is
important to La Fiesta in more ways than one. The obvious
is that grant monies would help subsidize some important
aspects of Fiesta and we would not have to draw so heavily
from our reserve. The other important reason is that
receiving a grant would show that we do have the support
of the City of San Luis Obispo for this important event
celebrating our city's founding heritage.
We have an energized group of volunteers for La Fiesta 1988
and plan on showing the community La Fiesta at its best!

GRANT DISTRIBUTION FOR 1987
PARADE
As you can see from the recap sheet, the parade does not
offer a large cash award for winners. We would like to
apply a portion of our grant money to cash awards to make
more of an incentive to enter. Preparing a float, securing
costumes, etc. can cost up to $200.00 for the entrants.
Without the possibility of recovering some of those costs,
most groups cannot afford and do not desire to enter the
parade.
We also are in need of safety vests for our parade monitors.
During the parade there are at least 75 volunteers along
the route. These volunteers have no clothing which identifies
them as parade officials. Lack of identification creates
problems with the public not recognizing our monitors as
officials. It is a safety hazard. These vests cost
approximately $6.00 apiece: This expense would be approxi-
mately $4 Q. Cla.
Printing costs for no parking signs, parade applications
and other parade information is also a major expense that
we would like to subsidize with our grant money.
ENTERTAINMENT
We would like to use a third of our grant money towards
entertainment, specifically to increase the amount of time
we use the mariachis. The mariachis add an authentic flavor
to La Fiesta and are much loved by the community. In years
past we have had them stroll through businesses and offices
downtown and have had to limit this activity due to increasing
costs. We would like to continue this tradition as it helps
to spread the La Fiesta spirit throughout the city.
ADVERTISING /PUBLICITY
This is our major expense. We would like to use a third of
our grant money to pay for advertising and publicity. We would
like to have a more professional looking schedule of events
and would use a major portion of this allotment for our
brochure.
