Appointment to BIA Board
CAD RECOMMENDATION:
Appoint Pierre Rademaker to the BIA Board and grant an exception to City Council
policies to allow him to temporarily serve on two advisory bodies
BACKGROUND:
"As a general policy, an applicant (to an advisory body) shall not be appointed to
serve on more than one advisory body at a time and will be expected to resign from
one body upon being appointed to another" (Advisory Body Handbook).
Pierre Rademaker currently serves on the Architectural Review Commission (ARC). His
term expires in March and he does not intend to reapply. Since ARC is already one
member short, resignation without a replacement may create a hardship on the
Commission. The City Council can either appoint Mr. Rademaker to the BIA Board with
service to commence when he has resigned from ARC or allow him to serve concurrently
on the BIA Board and ARC until his term expires. Staff recommends the latter
because of the short time involved and the potential hardship on ARC of early
resignation.
SIGNIFICANT IMPACTS: None
CONSEQUENCE OF NOT TAKING THE RECOMMENDED ACTION:
Neither of the alternatives nor continuance will create any significant
administrative problems.

SUBJECT: Confirmation of Pierre Rademaker to BIA Board
Subsequent to the BIA election in November and request for
the Council's confirmation of newly elected board members,
it was brought to my attention that Pierre Rademaker was
also a member of the Architectural Review Commission (ARC).
Neither Mr. Rademaker nor the BIA was aware that City policy
precludes concurrent service on more than one commission (or
that the BIA fell into that category), however, he does not
intend to reapply for the ARC position.
Records in City Hall indicate that Mr. Rademaker's term on
the ARC expires in March 1988, and he is willing to serve on
both bodies until the expiration of that term.
If the Council is willing to make an exception for two
months, Mr. Rademaker can then take his seat as a voting
member of the BIA board in February. If not, he will attend
the next three meetings as a non - voting member. I assume
that he will not be able to vote at the meeting scheduled
for January 12.
Please advise me as to Council's decision.
