SUBJECT: California Main Street Program
CAD RECOMMENDATION:
Adopt the resolution authorizing continued
participation in the "Main Street" program as a self -
initiated city.
BACKGROUND:
In May 1986, the City of San Luis Obispo applied for the
California Main Street Program as a designated California
Main Street City, with the Downtown BIA serving as the Main
Street organization and the BIA administrator acting as the
Main Street Project Manager.
The emphasis of the California Main Street Program is to
provide technical assistance to the cities or towns which
are involved in the program.
The Review Committee's posture was that San Luis Obispo did
not need the type of in -depth technical assistance required
by the other applicants, since some of the recommended
programs were in place through the BIA. When San Luis
Obispo was not selected as one of the five Main Street
Cities, the Main Street office suggested participation in
the program as a self- initiated city. With City and BIA
board approval, the administrator of the BIA has been
actively involved in the program since 1986.
Recently, the Main Street office has requested a new
resolution from San Luis Obispo so that the City can retain
its standing as a self- initiated city. That will allow the
BIA administrator to attend the project manager's meetings
and receive the other Main Street Program services.
Alternatives
(1) Adopt a resolution to continue to participate in the
Main Street Program.
(2) Do not continue with the program.

Fiscal Impact
Funds to support the BIA project manager have been included
in the City's 1987 -89 Financial Plan. Minor additional
funding may be necessary to support project manager training
and travel costs as required by the program. These funds
will be budgeted accordingly in the BIA program budget.
Concurrences
The BIA Board of Directors has adopted a resolution for
continued participation in the Main Street Program as a
self- initiated city.
Recommendation
Adopt the resolution to continue to participate in the Main
Street Program as a self- initiated city.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS
OBISPO AUTHORIZING CONTINUED PARTICIPATION IN THE
CALIFORNIA "MAIN STREET" PROGRAM AS A
SELF - INITIATED CITY
WHEREAS, the California Main Street Program has been
established in the California Department of Commerce to
assist small cities and towns to develop a public /private
effort to revitalize the "Main Street" areas; and
WHEREAS, the City of San Luis Obispo, through the
Downtown Business Improvement Association (BIA), has been
participating in the California Main Street Program as a
self- initiated city.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of San Luis Obispo as follows:
SECTION 1. That the City of San Luis Obispo agrees to
continue to participate in the California Main Street
Program as a self- initiated city.
SECTION 2. That the City of San Luis Obispo in concert
with the Downtown Business Improvement Association
guarantees that a full -time Main Street Project Manager with
a travel and operating budget will be employed for calendar
year 1988.

initiated city in the 1987 -1988 California Main Street
Program.
SECTION 2. That the San Luis Obispo Downtown Business
Improvement Association guarantees that a full -time Main
Street Project Manager with a travel and operating budget
will be employed during that period.
