The speed, volume and hazard of this traffic requires some action in the near future on the part of our two agencies to assure the safe and efficient traffic .movement of our citizens. I'm sure you are aware that although the commercial development in this area is in the city, Los osos Valley Road in this area is in the county. City and County staff have been discussing the matter for some time, and I believe County staff will soon be presenting recommendations to the Board. On behalf of the City, I wish to express our support for timely improvements. Our specific concerns are as follows: a. Posted speed limits in the city, both easterly and westerly of this area, are lower than those posted on the County portion of the road. We believe it would be appropriate for the County to post lower speed limits. b. The condition of the roadway pavement in the city, both easterly and westerly of this area is excellent, whereas the roadway adjacent to the commercial area is quite rough. We believe it would be appropriate for the County to continue the roadway paving work (partially"completed this year) past the commercial area. C. Traffic volume on Los osos Valley Road is so heavy and travels at such high speed that vehicles experience great difficulty and hazard in exiting from the side streets. We believe it would be appropriate for the County to install a traffic signal in this area. Naturally, the City would be willing to pay its proportionate share of the cost. 1 A Los Osos Valley Road Page Two d. Vehicles turning left along the commercial area must stop in the thru high speed lane to await breaks in traffic, thus creating a hazard of rear end accidents. We believe it would be appropriate for the County staff to study and install left turn pockets along this area. City staff would wish to assist with the study. e. Signing and lane designation is confusing for vehicles traveling southeast toward U.S. 101. We believe it would be appropriate for the County staff (assisted by Caltrans and City staff) to study and modify the lane designation and signing. I am most pleased with the spirit of cooperation our two boards have experienced over the past few years, and I'm looking forward to our continued excellent working relationship. First, that the wall surrounding Mitchell Park be taken down immediately. Police are not able to secure the safety of the children in the park because of blocked visibility. Since we are charged with the health and safety of our citizens, I feel this needs immediate attention. The plaque in the wall could be seen better if it were in a small pedestal monument that Parks and Recreation could design. Secondly, I would like the Council to consider a redesign of the bathrooms at our parks. The ability to congregate in these facilities has been a Continual problem at Laguna Lake and at Mitchell Park. I am attaching a schematic design and would appreciate your thoughts and some direction to staff for consideration. Thanks.
