Ms. Williams as the business member and Mr. McCracken as the disabled member. Terms to expire March 31, 1990. BACKGROUND: The terms of four members serving on the Mass Transportation Committee (MTC) end on March 31, 1988. All of the members are eligible to serve another term on the committee. Three members, Dodie Williams (business representative) , Karl Hovanitz (technical representative) and Kenneth McCracken (disabled representative) have asked to be reappointed. Staff recommends that the City Council reappoint these members. These members have been helpful and enthusiastic representatives of the MTC--the City is fortunate to have these members serve in this advisory capacity. The City did not receive any other applications for these positions. One member, Rudd Kenvin (public-at-large representative) , is moving to the east coast and therefore did not reapply. The City did not receive any applications for this position. Staff is recommending that the MTC be reduced from nine to seven members. Instead of two public-at-large representatives and two technical representatives, staff thinks that it is more appropriate (for reasons of group dynamics, communication and effectiveness) to have one representative from each category. A separate City Council agenda report addresses this subject and is also on the Council 's agenda for the March 1, 1988 meeting. Staff recommends that this committee reduction occur through attrition. Since the City did not receive any applications for the MTC public-at-large representative position and because staff recommends that the committee size be reduced from two public-at-large representatives to one, staff recommends that this position not be filled. The general public would still receive representation through the one MTC public-at-large member. ALTERNATIVES ANALYSIS Alternative 1: Reappoint Mr. Hovanitz as the technical member, Ms. Williams as the business member and Mr. McCracken as the disabled member. Staff recommends this alternative. Alternative 2: Null option. Direct staff to re-advertise the vacancy. CAO RECOMMENDATION By motion, approve Mr. Hovanitz as the technical member. Ms . Williams as the business member and Mr. McCracken as the disabled member. Terms to expire March 31, 1990. " CAO RECOMMENDATION: Appoint Tom Ferraro to the Committee as recommended. SUMMARY: Mr. Karl Hovanitz recently resigned from his position as the City of San Luis Obispo's representative on the Citizen's Transportation Advisory Committee (CTAC) . The CTAC is an advisory committee to the SLO Area Coordinating Council (SLOACC) . SLOACC is the State-designated Regional Transportation Planning Agency. Counciimember Rappa is the City of San Luis Obispo's representative on SLOACC. CTAC originated at the same time SLSOACC was created--in 1974. CTAC review includes regional transportation and transportation-related policies, studies and implementation. CTAC consists of sixteen regular delegates, appointed by the Board of Supervisors, the seven incorporated cities and SLOACC as follows: - one appointee from each City one appointee from each Supervisorial District - four at-large appointees by SLOACC, with emphasis placed on appointments to assure a balanced representation of user groups. One person, Mr. Tom Ferraro, responded to the vacancy announcement. Staff has reviewed Mr. Ferraro's application (attachment) and also interviewed him. While he has no previous transportation experience, he is interested in this subject. Option 1: Appoint Mr. Ferraro to CTAC Option 2: Do not appoint Mr. Ferraro to CTAC, request that staff re-advertise this vacancy. SIGNIFICANT IMPACTS: There are no direct fiscal or staff implications for the City, CTAC is an advisory Commitee only. CONSEQUENCE OF NOT TAKING THE RECOMMENDED ACTION: Delay in CTAC appointment.
