Romero, Director of Public Works r SUBJECT: San Luis Obispo Creek Restoration Plan - San Luis Obispo County Land Conservancy CAO RECOMMENDATION: By motion receive and file the report and direct staff to work with the Conservancy to incorporate within the City planning and development process as many of the Conservancy's ideas as are determined feasible and practical. BACKGROUND: This comprehensive report represents more than a year of concerted effort on the part of the Conservancy. The report is very well done and utilizes much information which was prepared by the City in its various reports presented in previous years. The report covers numerous components of the San Luis Obispo Creek watershed from the Cuesta Grade to discharge in the Pacific Ocean at Avila Beach. The report reviews the biologic and aesthetic resources, recreational and agricultural uses, and flood control. It also ranks various portions of the creek using several criteria, presents numerous figures, tables and other exhibits, and a summary and recommendations section. Approximately half the report deals with San Luis Obispo and its immediate environs. All of it is easy reading. If the Council is limited for time, staff suggests the following sections are most pertinent to the concerns of the City of San Luis Obispo. Summary pages S-1 to S-5 (blue color) Section 2.3 , pages 36-41 Sections 4. 1 and 4.2, pages 61-65 Sections 5.2, 5. 3 , 5. 4, pages 69-79 Of particular interest is the Conservancy recommendations regarding development of a recreational access trail along the creeks ultimately connecting parks and peaks with a continuous system, something we have discussed to some degree for many years. The Conservancy has comments regarding disposal of treated effluent in such a manner as to enhance the creek environment, and has expressed a concern that the use of City wells may adversely affect the creeks. Of primary interest is the Conservancy's recommendation regarding flood control projects, particularly in regard to a retention dam that might be constructed upstream of the City, thereby reducing need for creek widening in the community. �� I ���H�►�►►��IIIIIIIIIII1° ���III MY Of San tins OBISPO COUNCIL AGENDA REPORT Creek Restoration Page Two Staff has been working with the Conservancy for many months and will continue to do so. we are in general agreement with the concepts and are willing to study them and integrate them within our planning process wherever possible. Most of their concerns have previously been expressed to the Council and will be reflected in upcoming studies and reports.
