Statler, Director of Finance SUBJECT: Capital Projects Study Session CAO RECOMMENDATION Review and Consideration of Supplemental Capital Projects. OVERVIEW The purpose of this study session is to provide the City Council with a review of the capital projects authorized in the 1987-89 Financial Plan , and to provide the City Council with an opportunity to discuss and comment on potential supplemental projects prior to their formal submittal as part of the 1988-89 budget process. 1987-89 FINANCIAL PLAN Capital projects currently programmed for funding are provided in Section E of the 1987-89 Financial Plan , summarized as follows by function and major operational area: 1987-88 1988-89 Public Safety: Fire $ 192,000 S 484.000 Police 34,000 -0- Public Utilities: Water 1 ,495,000 -0- Wastewater 309,000 -0- Transportation: Streets/Flood Control 2,873,000 2,192,000 Parking 4,020,000 -0- Transit 25,000 -0- Leisure, Cultural , & Social Services: Parks & Recreation 115,000 352,000 Cultural Facilities 573,500 38,500 Golf Course 25,000 109,000 General Government: Administration 27,000 67,000 Buildings 2, 192,000 846,000 Community Development: Planning 15,000 15,000 TOTAL $11 ,989,500 $4, 103,500 A comprehensive summary of the status of the City' s Capital improvement Program is provided in the Third Quarter Update of the City' s Goals and Objectives Reporting System (pages 37 - 48) , which was distributed to the ►������N�u�IIIIIiI�p� IIUIU MY of San lues OBISpo NOMPEW COUNCIL AGENDA REPORT City Council on April 15, 1988. As provided on page 37 of the report, the following is a brief summary of the status of projects underway during the current fiscal year as of March 31 , 1988: • Of the 16 projects carried over from previous years: 5 were in the construction phase 11 were completed • Of the 61 projects scheduled for completion in 1987-88: 10 were not started 1 was cancelled (parking structure maintenance provided through contract) 5 were in the acquisition phase 2 were in the study phase 13 were in the design phase 22 were in the construction phase 8 were completed SUPPLEMENTAL PROJECTS Several new or expanded projects have been submitted for inclusion in the Capital Improvement Plan in 1988-89 or subsequent years. These projects have been evaluated to determine their purpose, scope, timing, and potential source of funding. However, since a comprehensive analysis of capital project funding resources has not been completed, these supplemental projects are not recommended for inclusion in the Capital Improvement Pian at this time. However, they will be presented to the City Council during the study session as a preview of possible projects and to seek policy guidance. The presentations will be informal and designed to encourage dialogue.
