CAO RECOMMENDATION: Direct staff to install 30-minute parking meters in front of downtown Post Office and Southern California Gas Company Buildings in the 800 block of Marsh Street. DISCUSSION: During the Public Comment Period of the April 5, 1988 City Council meeting, a question was raised as to City policies for providing free parking for customers to pay bills at public utility buildings. There has been no policy for providing free parking for this purpose and, with the exception of the Southern California Gas Company, no such parking is provided. The Gas Company Building is located downtown next to the Post Office and has 30-minute parking, without meters. This arrangement was intended to accomodate the Post Office which has a high demand for short-term parking. Staff feels that the parking for downtown utility companies all should be treated the same way. There are several likely options to address this situation: 1 . Option One. Provide at least one free parking space in front of all utility companies where customers pay bills. There are presently about six in the City where customers can pay utility bills. The existing meters and/or designations would need to be changed to accomodate this. There is no assurance that the spaces would be used for the intended purpose of bill-paying. Parking revenues will decrease by about $2100 if these changes are made. 2. Option Two. Eliminate free parking in front of the Gas Company and Post Office by installing 30-minute parking meters. This would simplest equitable solution to implement and will continue to assure ample short-term parking for these uses. Parking meter revenues will increase by about $2100 annually. (Staff-recommended action) . 3. Option Three. Take no action. The patrons of the Gas Company and the Post Office would continue to benefit from free larking which other utilities and government offices do not have.
