COUNCIL AGENDA REPORT ITEM NUMBER:
FROM: Michael Multari, Community Development Director; PREPARED BY: Greg Smith
SUBJECT: Appeal of Architectural Review Commission action to deny changes to approved
plans to add a 5-unit apartment building to a site with an existing house,
located on the north side of South Street east of King Street.
CAO RECOMMENDATION:
Grant a continuance to allow the ARC to consider new revisions.
BACKGROUND:
Discussion
The ARC approved plans for the project on July 18, 1986. The buildings were not built
according to approved plans, and the appellant applied to the commission for
after-the-fact approval of modified plans. On May 2, 1988, the ARC approved some of the
requested changes, but denied others. The applicant has appealed the modifications
denied by the commission.
The appeal was originally scheduled for the council's June 6 meeting, but was continued
without a hearing due to the meeting's length. The applicant now requests a further
continuance to allow the ARC to consider a new proposal for revisions to the project.
The revisions are tentatively scheduled for the July 5 ARC meeting.
Sienificant Im ac
A negative declaration was approved for the original project, and the proposed
modifications are categorically exempt from environmental review requirements. No
significant fiscal or other impacts are anticipated.
Consequences of Not Taking the Recommended Action
If the council does not grant the continuance, it would have to act on the appeal.
Depending on the action of the council on the appeal, and the action of the ARC on the
new revisions, the result could be approval of either the old or new revisions, both, or
neither.
