SUBJECT: ITEM 5i - AUTHORIZE COMMUNITY PARTNERSHIP AGREEMENT WITH
SAN LUIS OBISPO MUSEUM OF ART FOR 2025-2027
Staff received the following questions regarding the new Community Partnership
Agreement between the City and San Luis Obispo Museum of Art (SLOMA)for providing
public art services in 2025-2027. The questions are below with staff’s response shown in
italics:
1) Why is there a difference in the financial support from the City to SLOMA in
year 1 (2025-2026) and year 2 (2026-2027) for the projects funds? Year 1 lists
$110,000 from CIP-Public Art Private Sector Fund (LRM- Account No.
2000503) and Year 2 lists $210,000.
The Public Art Fund 2000503 is specific for purchase and installation costs
associated with new public art. During the 2023 -2025 Financial Plan and
concurrent Community Partnership Agreement between the City and SLOMA, the
City purchased a sculpture (“Shift” by artist Warren Hamrick) for the roundabout
located within the San Luis Ranch development located at Froom Ranch Road and
Heirloom Road. Due to a delay between the City and the developer, the installation
was not able to be accommodated within the cu rrent financial plan and is
scheduled to occur in Year 1 of the 2025-2027 Financial Plan. The City currently
owns the sculpture and the proposed $110,000 listed funds for Year 1 are to
support the installation of the sculpture, as well as the purchase and installation of
a new sculpture at the Mission Plaza Lawn as outlined in the agreement. Year 2
funds of $210,000 reflects the funding to support a new sculpture to be designed,
purchased, and installed at the new Righetti Community Park, and an additional
new art project (sculpture, mural, etc.) to be identified by SLOMA and the City for
installation in year 2 of the financial plan.

2) There is a discrepancy within the draft community partnership agreement
that contradicts the annual payment timeline to support SLOMA’s
administrative responsibilities, where on page 2 (packet page 166) states in
Section 2.1.a. that SLOMA will be paid on a “bi-annual basis” and on page 4
of the agreement (packet page 168) states in Section 4.A.vi. the CITY shall
remit “quarterly payments” to SLOMA during the two (2) year term of this
agreement.
Staff have reviewed and found that this is a mistake and the following corrections
will be made in the Draft Agreement to correct the error. Section 2.1.a is the correct
payment timeline. The City will pay SLOMA on a bi-annual basis ($50,000 each
half year) for a total of $100,000 for each year of the agreement. Section 4.A.vi.
will be corrected from quarterly to bi-annual to accurately reflect the terms of the
agreement.
