1.CALL TO ORDER
A Regular Meeting of the Parks and Recreation Commission was called to order
on May 7, 2025 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm
Street, San Luis Obispo, by Chair Blair.

3.CONSENT
3.a CONSIDERATION OF MINUTES - PARKS AND RECREATION
MINUTES
To approve the Parks and Recreation Commission Minutes of April 2,
2025. Recommendation: To approve the Parks and Recreation
Commission Minutes of April 2, 2025.
Commissioner Desi Lance announced that she had abstained from the
voting to approve the March, 5, 2025 Minutes. Amendment made.

Motion to approve the April minutes was made by Commissioner Howell
and a second by Commissioner Stowe. Minutes were approved by the
Commission.
4. BUSINESS ITEMS
4.a PRESENTATION ON THE PROJECTED PHASE 1 CONSTRUCTION
PLAN FOR THE RIGHETTI COMMUNITY PARK PROJECT (AVAKIAN –
30 MIN)
a. Showcase the key amenities included in Phase #1 – Breadth of
Community Park details were presented. Reviewed and discussed the core
“Base Bid” (Phase #1) and the alternatives for #1, 2, 3 and 4 with
layouts/schematics were presented. Incorporating the alternatives will be
dependent on the project bids. The Orcutt Area Specific Plan includes three park
sites and one trail head: Community Park, Linear Park, a Pocket Park, Righetti
Hill Trailhead and Open Space Trail.
Commissioners provided their input to the proposals.
Public comment: Input was sent via email and presented from John
McKenzie of Friends of SLO City Dog Parks for potential public-private
partnership to move the dog park portion of the park plans ahead sooner.

4.b PRC SUB-COMMITTEE LEVEL OF SERVICE (LOS) AMENITIES
DISCUSSION ON THE BLUEPRINT FOR THE FUTURE (15 MIN) –
CHAIR BLAIR AND COMMISSIONER DUPERRON
a. Commission to discuss and provide any additional advisory topics
related to the Parks & Recreation Blueprint and LOS updates
4.c PRC REVIEW OF AGENDA FORECAST AND MEETING DATES (PRC-
CHAIR – 15 MIN)
a. Review and discuss content and dates for summer and fall
meetings:
June 4: Kincaid and Stowe cannot attend.
July 2: Lance, Stowe and Duperron cannot attend. Meeting cancelled.

August 6: Lance cannot attend. Day may be revised for the August
meeting pending agenda topics.
September 3: Follows the Labor Day holiday. Keep as scheduled

4.d DISCUSS LIAISON ASSIGNMENTS (PRC CHAIR / STAFF – 10 MIN)
a. Review current roles and discuss additional opportunities.
b. Identify timeline for transition of roles. Will revisit in fall as normally
a fall activity for PRC to reassign roles.
4.e RECEIVE DIRECTORS REPORT (AVAKIAN – 30 MIN)
a. Budget Process Update – Council will review City budget and
authorize on June 17.
b. Laguna Lake Dog Park Revitalization Project: Progress Update.
May 30th(3:00 – 5:00 pm) park will be opening. Review of dog play
amenities and additional park additions and partnerships with local
organizations.
c. Righetti Hill Trailhead Opening – Timeline. Ribbon cutting
celebration taking place on Tuesday, May 13, 2025, at 2:00 p.m.
d. Jack House Roof Project – Status Update. Currently under
construction until fall 2025.
Council Directions – New Work Plans
Laguna Lake Golf Course – Study Session: Fiscal Overview (fall
2025)
Splash Pad – potential partnership with local Rotary group. Staff
would propose for a current park location. Meeting with
representatives and staff to occur later in June.

4.f RECEIVE DEPARTMENT UPDATES (HYFIELD /TOLLEY – 30 MIN)
a. Divisional Update – Community Services (Futsal, Monster Skate,
Adult Softball, Junior Giants, Spring Fling). Public Art (Mural ribbon cutting
ceremony for In the Shadows of the Mountain, Box Art support
workshop,and ongoing projects). Senior Programs (Sizzling Spring BBQ
and music),Youth Services (KidVenture summer camp, Ultimate Day
Camp and Summer Fun Day Camp, TK programs, Early Bird Registration
for fall). Volunteer Program (April volunteer appreciation month, training
and ongoingrecruitment).
b. Divisional Update – Aquatics (Programming, training and hiring,
new ‘DiveSafe’’ video). Golf (high revenue and participation month.
Summer hiring, study session, tree planting, new equipment, sustainability
activities). Facilities (Indoor/Outdoor Facilities and Citywide special events
highlights for May and June).
5. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS
5.a COMMUNICATIONS: The Chair will request updates from the
Commissioners
5.b SUBCOMMITTEE LIAISON REPORTS (CHAIR - 15 MIN)
a. Adult and Senior Programming (Chair Blair) – many activities taking
place and summer planning underway.
b. Active Transportation Committee (Vice Chair Howell) – no update.
c. Youth Sports Association (Commissioner Stowe) – no update.
d. Jack House (Commissioner Kincaid) – construction underway.
6. ADJOURNMENT
The next Regular Meeting of the Parks and Recreation Commission isscheduled
for June 4, 2025, at 5:30 p.m. in the Council Chambers at City Hall, 990
PalmStreet, San Luis Obispo.
