SUBJECT: SURPLUS DESIGNATION OF FIRE FLEET ASSET BY SALE, AUCTION
OR TRADE-IN
RECOMMENDATION
Adopt a draft Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, Authorizing the Surplus Designation of Fire Fleet Asset and its Sale,
Auction or Trade-In” for the Fire Department’s Fleet Asset No.0607, a 2005 Ford Ranger
pickup truck, in accordance with the City’s policies and procedures as prescribed in the
Financial Management Manual Section 405-L and 480.
POLICY CONTEXT
In compliance with the City’s Financial Management Manual: Section 405-E, “Updated
Fleet Vehicle Replacement Policy,” light duty trucks (under 1 ton) should be replaced after
12 years. Section 480-A of the Financial Management Manual provides that the “Council
approval is required to declare personal and consumable supplies as surplus with a value
of $1,000.” Resolution No. 10052 (2009 Series) requires this be done by resolution.
DISCUSSION
Background
To ensure sustainability of services to the City, the Fire Department maintains a fleet
which includes light trucks. These trucks serve the department by towing trailers with
equipment or transporting staff when not on front line apparatus.
The Fire Department’s Fleet Asset No. 0607, a 2005 Ford Ranger truck, was placed into
service in 2005. Per the City’s Financial Management Manual Section 405-E “Fleet
Vehicle Replacement Policy,” light trucks should be replaced after 12-15 years. This truck
has surpassed the recommended replacement age, and its aged components have
begun to increase in cost and time-consuming repairs. The Fire Department has already
purchased the replacement vehicle for this fleet asset, a Chevrolet Silverado and is not

seeking replacement. Staff is therefore recommending that the Council declare the truck
as surplus so that staff may dispose of the truck in accordance with the surplus policies
of the Financial Management Manual.
Staff has reviewed recent online sales of similar make and model trucks and those have
been selling in the range of $2,500 to $6,000. The truck will be listed with an online auction
website and staff anticipates the truck will sell in the same price range.
Previous Council or Advisory Body Action
On May 5, 2022, Council approved surplus designation of Fire Fleet Asset No. 0331.
Public Engagement
This item is on the agenda for the June 17, 2025 City Counci l meeting and will follow all
required postings and notifications. The public will have an opportunity to comment on
this item at or before the meeting.
ENVIRONMENTAL REVIEW
The California Environmental Protection Agency Quality Act (CEQA) does not apply to
the recommended actions in this report, because none of the actions constitute a
“Project” under CEQA Guidelines Sec 15378

Staff anticipate the sale or auction of the surplus item will generate an estimated $3,500
in revenue after any associated fees and will increase the “Fleet Sale of Surplus
Property” revenue fund.

Council could deny the surplus designation of the 2005 Ford Ranger . Denying the
disposal will result in a further decrease of value of the vehicle and continued costs of
maintenance and upkeep.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, AUTHORIZING THE SURPLUS DESIGNATION
OF FIRE FLEET ASSET AND ITS SALE, AUCTION OR TRADE-IN
WHEREAS, the City of San Luis Obispo acquired Fire Fleet Asset No. 0607, a
Ford Ranger truck, in 2005; and
WHEREAS, the City of San Luis Obispo’s Financial Management Manual Section
405-E states light duty trucks should be replaced after twelve (12) years of use, and a
Chevrolet Silverado has been purchased as replacement ; and
WHEREAS, Section 480-A of the Financial Management Manual states, “Council
approval is required to declare personal and consumable supplies as surplus with a value
of $1,000,” which must be done by adoption of a resolution under Resolution No. 10052
(2009 Series); and
WHEREAS, Fire Fleet Asset No. 0607 has exceeded its useful life and is no longer
necessary for City operations and therefore qualifies as surplus under applicable City
policy.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The City Council hereby declares Fire Fleet Asset No. 0607 to be
surplus to the needs of the City. The City Manager, or their designee, is authorized to
dispose of the surplus property in accordance with applicable provisions of City policy.
The method of disposal may include sale, donation, recycling, or other lawful means, as
determined to be in the best interest of the City.
