SUBJECT: Santa Rosa Landscape Project
Some questions arose concerning the Santa Rosa Landscape Project for
which a bid for the installation of the median island irrigation
system is before the Council for award of the contract .
Irrigation System
The system is completely automatic and programmable so that we can
water the plants to establish them after they are planted. We can
then reduce the water to provide only for the plant needs. The
irrigation system will be scheduled so that the water applications
change throughout the year as the plants needs change; in winter, no
water; in summer, only supplemental water after establishment of the
plants.
The irrigation system combines the use of water application to the
individual plants by the use of bubblers and spray applicators to
groundcover areas. This combination is best for use of water, plant
health and cost considerations. This is an underground system that
will preclude vandalism of irrigation lines and is not visible.
Water is provided through irrigation heads that are large enough so
they will not plug up which is a maintenance problem with some
systems. There are many irrigation heads on this project. This is
because we are placing water at the plants so that the water is used
by the plant. This means that we are using less water by efficient
placement, not more water because there are more sprinkler heads.
Plants
The plants proposed for this project were selected so that, in
addition to giving "welcome and notice" that you have arrived in San
Luis Obispo, they can handle the site conditions of southern
exposure, highway and soil . These plants are all drought tolerant,
water thrifty and tenacious after establishment (see attached list) .
The landscape design provides for screening of some areas and for
views of others such as San Luis Mountain.

Recommendation
By motion approve the award of a contract in the amount of $28,444.00
to Karleskint-Crum for installing irrigation on the Santa Rosa Street
Islands and authorize the mayor to sign contract documents.

Median Landscape Project" ; City Plan No. K-01Y
CAO RECOMMENDATION:
By motion approve the award of a contract in the amount of
$28,444.00 to Karleskint-Crum for installing irrigation on the
Santa Rosa Street Islands and authorize the Mayor to sign
contract documents.
BACKGROUND:
Bids were open on June 23, 1988 for Santa Rosa Street Irrigation
Project K-01Y. Bids were received from four contractors (bid summary
attached) . The low bid of $28,444 submitted by Karleskint-Crum is
within the available funding.
During the processing of the encroachment permit Cal Trans has added
a requirement to remove or fracture the concrete under three sections
of the islands. This work will be accomplished as a change order
that will cost approximately $5,000..
Purchasing Procedure
Purchasing Control Procedure 403-3 - Projects costing more than
$5,000 applies to this project.
Concurrences
This project has been given an EIR clearance by the Planning
Department. Status: Categorical Exemption.
Fiscal Impact
Contractors Bid: $28,444
Engineer's estimate: $31,500
Contingency: 6,000
Total bid plus contingency $34,444
This project was included in the 1985-87 Capital Reinvestment Program
and was carried over to the 1987-88 Capital Reinvestment Program
budget. Fund number 905 (Santa Rosa Landscaping Project) has $37 ,000
at present. Additional funding may be required for actual landscaping.

Wood mulch will be used at the base of each plant 'to prevent water
loss by evaporation. This mulch will also cool the soil area and
reduce the transpiration of the plants thus reducing the water use.
The use of this landscape design for irrigation and planting as
proposed for this project. will provide a pleasing entrance to our
City that will have- low water requirements; will be easy to maintain
and best of all will say "Welcome to San Luis Obispo". .
