Subject: Water Conservation Coordinator position
Recommendation: By motion establish a permanent Water Conservation
Coordinator position for the city
BACKGROUND
Linda Herman's resignation as our Water Conservation Coordinator,
to take a position in Visalia, has left us in a difficult position
during this critical water period. It is very important that we
are able to maintain our water conservation program, both in the
long and the short term.
For the short term we are planning to use our water conservation
representative, Ray Cardwell, in a more active role, involving both
field and office work. Ray has worked closely with Linda over the
last couple of months and is very familiar with the program and its
operations. In addition, we will continue to use our student
intern to work on various water conservation projects. We will
also retain an additional intern or temporary employee to assist in
the water conservation field work, involving enforcement of the
even/odd watering schedules and water waste program.
We are beginning immediately to recruit for the Water Conservation
Coordinator position. Our water conservation program over the last
two years has been performed with a contract employee. This gave
us the opportunity to evaluate the program and its merits before
making a determination as to whether or not it should be a
permanent position. It has become obvious, water conservation is a
key element in our water management program. It is important to
continue to have a professional person in this position. Since
water conservation is a relatively new field, there are not many
people with extensive experience in this area. In addition,
recruitment to fill this position for a contract period of time
will be difficult. Staff initially was going to be recommending in
the upcoming budget process that this position be a permanent
position within the city. Because of the timing of having to go
out and recruit a new individual, we are now requesting that the
Council establish the position as a permanent city position.
FISCAL IMPACT
Money has been budgeted for this staff position as a contract
employee. There will not be any significant change in the cost
when this position is established as permanent.

RECOMMENDATION
By motion approve the Water Conservation Coordinator position for
the city as a permanent full-time position.
