Services outlined in your Request for Information (B-25-005).
Founded in 1997, The Barnhart Co. (TBCo) has become one of the largest full-service public engagement
rms in the Southwest. We offer innovative and proven strategies and tools to capture meaningful
engagement and quanti able input for a wide range of community, state, city and county projects. TBCo
also delivers strategic marketing, public relations, social media and creative services for businesses,
events and non-pro t organizations that create awareness, excitement, and support for their brands and
programs.
Our staff has served in key community engagement and communications roles on everything from multi-
year infrastructure projects and community initiatives to public relations campaigns, website designs
and social media trainings. We also retain two Spanish speaking staff to provide bilingual translation for
materials and interpretation for public outreach.

The Barnhart Co. has partnered with our government and private clients to shape communities for more
than 25 years providing hands-on, high quality, customized community engagement programs.
Our expertise in community relations and public outreach has resulted in successful city, county and
state initiatives ranging from large-scale planning, design and construction projects to implementation
of information campaigns. We take pride in helping to build strong two-way communications between
external stakeholders, like residents, non-pro t agencies, neighborhood organizations and businesses
and city agencies and representatives.
Our rm is highly quali ed and experienced with environmental regulations and legal requirements, such
as the National Environmental Policy Act (NEPA) and Title VI for public outreach. Our staff members are
certi ed in various aspects and levels of public participation by the International Association for Public
Participation (IAP2).
The Barnhart Co. understands the issues, terminology, pertinent regulations and potential challenges for
public projects, and knows what it takes to provide effective and proactive community involvement. As
strategic thinkers, we safeguard our client’s interests by ensuring our work always complies with federal,
state and local government regulations, guidelines and laws regarding public outreach.
Our team of four key personnel and ve support staff are all highly experienced and quali ed to
provide public information, marketing and design services under this contract. Key staff members
have supported city, regional and state projects both directly through public outreach contracts and as

About The Barnhart Co.
The Barnhart Co. can offer the City of San Luis Obispo a highly experienced and quali ed team of
public outreach staff members to provide communications and public involvement services under this
contract. All these outreach staff members have supported city, state and county projects and are
knowledgeable about the project planning, design and outreach processes, as well as governmental
decision-making processes and procedures. They have long-standing reputations for building excellent
relationships with clients and stakeholders alike.
Our public outreach project managers have previously worked on-staff at local municipalities or regional
and state agencies and have successfully managed public outreach programs for large infrastructure
projects. This gives them a unique understanding and appreciation of the responsibility of public
agencies to taxpayers, and the diplomacy required to effectively address complex and controversial
issues with community stakeholders.

BROCK BARNHART
The Barnhart Co. has established a strong team environment which results in staff members being
familiar with each other’s projects and able to provide back up and support as needed. The key Barnhart
Co. personnel who would be assigned to support this RFQ are all TBCo employees. Dedicated staff
would include:
Brock leads TBCo with more than 20 years of experience in
community relations, public involvement and communications.
He previously served as the Assistant Communications Director
at the Arizona Department of Transportation and as a part of the
Maricopa Association of Government’s Regional Transportation
Plan, Brock was involved in projects and studies throughout
Maricopa County and the state of Arizona. He has also worked on
safety plans, master plans, general plans and other infrastructure
projects that require strong community engagement. Brock
has received training from the International Association for
Public Participation, the National Highway Institute in National
Environmental Policy Act, and Transportation Decision Making.
Brock’s role on this contract will be Quality Assurance and Quality
Control for marketing and public relations plans, overall public
outreach approach and will work closely with the city’s contract
manager to ensure all efforts meet expectations.

Primary Role/Duties:
Amanda has two decades of experience managing multiple
projects simultaneously under strict deadlines and changing
priorities. With her BA in Journalism from the University of
Colorado and Masters in Public Administration from Arizona
State University, Amanda asks thoughtful questions and deeply
analyzes the best solutions for her clients. She has served in a
variety of roles for Maricopa County and other state agencies,
and she’s helped numerous non-pro ts obtain critical program
funding through professional grant writing.
Amanda’s role on this contract will be leading projects and
programs while also providing day-to-day implementation of
services as necessary.

Albert is TBCo’s dedicated community outreach liaison with
16 years of experience. His outgoing personality makes Albert
adept at coordinating public meetings, creating, translating, and
distributing public notices. As an experienced, bilingual project
manager who is passionate about his community and culture,
Albert strives to put himself in the shoes of the public and relay
information in a way that his own family would understand.
Albert will primarily provide community engagement support on
planning and design projects and is experienced in supporting
construction information projects.

Angela brings an MBA and 25 years of experience in agency and
consulting that spans public relations, social media, and digital

strategy, and storytelling. With her network of media contacts,
she has secured hundreds of media placements sharing the
products, promotions, awards, and accolades of her clients with
their communities.

Because it is important to understand the community and any underlying concerns, The Barnhart Co.
works with its clients to conducts a stakeholder assessment as projects begin. Our experience has
taught us to implement the right communication tool at the right time, as there is never a one-size-
ts-all approach to public involvement. We have experience conducting community assessments and
developing public involvement plans that ensure members of the community are informed early and
often about project impacts.
After the stakeholder assessment and at the commencement of each project, The Barnhart Co. develops
a customized public involvement/communications plan identifying the speci c public involvement
tasks, tools and methods to be used during project implementation. The plan includes key messages
and project talking points. This plan will factor in the requirements and standards of the city for public
information services, like minimum noti cation requirements and preferred distribution methods, and be
developed with input from and approval by the contract lead and other key staff members.
The Barnhart Co. understands the best outreach methods engage people of all backgrounds and ages.
We have implemented numerous public involvement programs for projects involving people representing
diverse cultures, languages, ages, and incomes – including populations protected by NEPA and Title VI
regulations. The Barnhart Co.’s bilingual public involvement staff members provide outreach to Spanish-
speaking populations and can provide Spanish translation of materials and interpretation and public
meetings.
When appropriate, TBCo also coordinates and supports public relations efforts. For public sector
clients, it drafts press releases, social media posts and website copy to assist project media-facing
communication teams. For private sector clients, it leads earned media efforts with strategic campaigns
and consistent and reliable media outreach. Our staff has long-standing relationships with media in the
Southwest and is skilled at developing contact lists and relationships in new markets and industries.
Our work in the private sector has honed our strategic efforts for brand awareness. As with public sector
projects, branding efforts begin by understanding the audience demographics, organization’s goals, and
existing efforts and resources. From there, TBCo works with the client to develop a long-range plan with
key benchmarks and deliverables. Projects can include visual design like logos, icons and consistent
branding standards to amplify messaging; written content for websites, email and social media; and
storytelling opportunities for public relations efforts.
The TBCo team provides written content, graphic design, social media and website design and
maintenance for a range of clients. Our creative team excels at taking branding strategies from concept
to reality. As on-call consultants for Valley Metro’s business assistance program, we have worked with
multiple small businesses along current construction projects to update logos and print collateral
materials. We have worked with the Agua Fria Union High School District to train its internal social
media teams on content creation, scheduling and collaboration. And we have developed websites
for multiple public projects and private businesses like the City of Phoenix, the Arizona Department
of Transportation, Maricopa County, Rizzo Financial and Myke’s Pizza. In the public sector, it creates
accessible project Fact Sheets, noti cations and digital content for its clients in both English and

The research is never a one-off, but ongoing as it stays in tune to client needs for the long-term. It uses
nding to prepare communications, develop messaging such as press releases, blog posts and social
media,and respond to potential issues.
The Barnhart Co. provides full-service website development, hosting and maintenance. We develop sites
in WordPress, Figma and Squarespace. We can also secure domain names, host the site on our secure
server, provide email list sign up features and report on site visitation and other tracking KPIs.
Numerous governmental and business clients have come to rely on The Barnhart Co. for our hands-on
approach to public information and outreach during the planning, design and construction of projects.
We don’t just prepare and deliver construction yers. We view ourselves as an active member of the
project team which clients can rely upon for expert recommendations, establishment of processes and
implementation. Our goal is to ensure that affected community members have an opportunity to be
informed about and involved in project plans and decision-making. We proactively notify stakeholders
about construction activities and restrictions, and address citizen issues and complaints diplomatically.
And we maintain relationships with other contractors to coordinate timelines and ensure commitments
to impacted residents and businesses. The purpose of these efforts is to continue to provide an
atmosphere of trust and credibility between the city and its constituents.
Our team is highly versed in face-to-face interaction with communities and businesses. TBCo team
members have developed a versatile approach to customer outreach and engage stakeholders through
community visits, door-to-door interactions, public meetings and business walks. We create content
for notices, contact organizations, and prepare materials for elected of cial outreach. We seek out
and develop opportunities for project teams and the community to gather. By using our stakeholder
management system, we can consistently document our interactions and follow up on concerns,
resulting in better communication.
TBCo has a proven track record in organizing and implementing public meetings, public hearings and
community/business forums. We take the time to listen to individual’s needs and utilize a “go to them”
approach. We understand that each phase of a project has unique requirements, and that each phase

Curve Constructors
Public Involvement Plan – Understanding it is important for ADOT to engage the public and stakeholders
from different cultures and backgrounds, TBCo developed the public involvement plan based on a
community assessment. The public involvement plan included a crisis communication plan and a
reputation management plan, which outlined processes to follow during a crisis.
Stakeholder Communication – TBCo produced monthly and quarterly newsletters, trafc alerts with
detour maps, detour animations, videos about project progress for the website, presentation materials,
bi-annual public surveys and reports, and responses to stakeholder questions and concerns. TBCo also
managed the project’s website.
Community Relations – TBCo provided community relations, which included providing project update
information for local governments twice a month and identify 24 community events/presentations per
year to attend on behalf of the project. Developing relationships with businesses, business associations,
faith-based organizations has been key to identify the 24 events/presentations per year.

The new Collector-Distributor (CD) roads are starting to take
shape. Crews are building bridges for the roads on both sides of
Southern Avenue and constructing the bridge that will connect
southbound State Route 143 to the eastbound CD road. Workers
opened a new bridge that connects westbound US 60 to
westbound I-10 in June and began removing the old ramp to
make room to build the westbound CD road that will pass under
the new bridge. Once open, the CD roads will separate through-
traffic on I-10 from local traffic entering and exiting the highway.

T2050 Annual Report – The Barnhart Co. leads program process improvements, collects data and
compiles the data into comprehensive annual reports in both English and Spanish.
Accelerated Pavement Maintenance Program – Under the T2050 program, the Street Transportation
Department completed its largest and most comprehensive pavement maintenance program; The
accelerated pavement maintenance program repaved more than 600 major street miles in a year and
a half, instead of ve years. The Barnhart Co. organized meetings to provide information and education
about the program, managed a master calendar for events and meetings, and staffed the program
hotline and email. TBCo also assisted in the development of program collateral, talking points and
strategic messaging.

Pair Cupworks
Pair Cupworks is a specialty coffee shop
in Downtown Mesa located inside the
taproom of a craft cidery. It moved from a
pop up concept to a full-service business
just before COVID-19. After re-opening
in Fall 2020, the concept received media
coverage in national coffee trade outlets.
But locally, people outside the coffee
community still had not heard of it. Pair
had a small marketing budget and wanted
to use this for local media coverage to
increase awareness of its store and boost
daily foot traf c.
With its extensive knowledge of and contacts in Phoenix media, TBCo focused its pitches on a micro-
local level. It highlighted Pair’s unique Downtown Mesa location with a full press release and showcased
seasonal drinks with short pitches. It targeted outreach to community-level print publications with
readers speci c to Mesa neighborhoods and Mesa college students.

TheFlood Control District of Maricopa County and the
Town of Fountain Hills have recently begun the Fountain
Hills AreaDrainage Master Study/Plan Update.
Thepurpose of the study is to reidentify flood-prone
areas and evaluate how existing drainage, flooding
sources, andflooding hazards within the study area
have changed in recent years. This analysis will update
a previous study which was completed in 1997 and
help provide awareness of flood hazards and risks so
that residents will bebetter prepared to make informed
choices and reduce their risk of flooding.

Owner: City of Phoenix – The Barnhart Co. is a subconsultant to AECOM
Role: The Barnhart Co. assists AECOM with program management,
which includes working the city staff and qualified vendors to track
progress toward the program’s goals of improving access to transit,
creating multi-modal options, and supporting economic development.
Services: Construction Outreach, Preparing and distributing
notices,Collateral development, Organized Meetings, Collect, track and

Service Highlights: Accelerated Pavement Maintenance Program – Under
the T2050 program, the Street Transportation Department completed its
largest and most comprehensive pavement maintenance program. The
accelerated pavement maintenance program repaved more than 600
major street miles in a year and a half, instead of five years. TBCo
organized meetings to provide information and education about the
program, managed a master calendar for events and meetings, staffed
the program hotline and email, and assisted in the development of
program collateral, talking points and strategic messaging.

Service Highlights:
Full-Circle Project Involvement – TBCo has supported this project from
design to construction. The project included driveway closures, utility
interruptions, encroachment removals, and mailbox relocations. It
required coordination with multiple city services, the school district, the
US Postal Service and single and multi-family home and property
owners. As a full-circle partner with the city, we were able to provide a
comprehensive level of support to all stakeholders.
Stakeholder Communication – TBCo kept stakeholders informed
throughout the project’s stages. We coordinated a virtual public meeting
and then later encroachment removal meetings. We also designed and
delivered notifications for construction, utility interruption, driveway
closures, parking and road closures. Through our 24-hour hotline, we
ensured stakeholders always had a way to voice concerns, identify
issues and receive information.
