necessary business licenses and insurance coverage, including general liability, professional

coverage and execute the City’s standard agreement upon award.

Her economic impact report for the City of Riverside’s Cheech Marin Center for Chicano Arts

Graphic Design/Social Media Expert: Natalia Perez serves as a
Marketing Assistant for Boules Consulting. She is in charge of
spearheading all social media campaigns on behalf of both Boules
Consulting as well as its clients. She has spearheaded several campaigns
over her career, including fundraising events and sales events. Shortly after
joining Boules Consulting, Natalia also collaborated with the rest of the
team to develop the company’s branding strategy, branding kit, and
marketing materials. As the Marketing Assistant, Natalia will play an

region. Our team conducted a regional economic analysis, performed
interviews with small business owners and creative entrepreneurs, and
synthesized the findings into a comprehensive, data-informed report. In

published on the City’s website and received media attention through

Corrections and Rehabilitation (CDCR) to conduct a research and
interview project mandated by Assembly Bill 137. As part of this effort,
we designed, distributed, and collected comprehensive surveys targeting
key stakeholder groups. We also conducted written qualitative interviews
to gather qualitative insights that would complement the quantitative data.
Our team synthesized the findings into a professionally written,
well-organized Recommendation Report, which included analysis, key
themes, and actionable recommendations. The final report was submitted
to the California State Assembly to support their high-level decision
making.

In 2020, Boules Consulting was hired to serve as a communications
contractor for Breast Cancer Angels, a California-based nonprofit. Boules
Consulting provided several communications services, including speech
writing, authoring press releases, and writing feature articles. Notably, one
article was published for the Los Angeles Business Journal titled "Breast
Cancer Angels Celebrates 20th Anniversary Helping Breast Cancer
Patients with Basic Needs," which commemorated the organization's two
decades of service in Southern California. This piece effectively
communicated the critical support Breast Cancer Angels provides to
individuals and families affected by breast cancer, emphasizing the

Boules Consulting was contracted for two consecutive years to serve as a
technical assistance provider for the Oregon Higher Education
Coordinating Commission’s (HECC) Workforce Ready Grants. In this role,
we provided individualized coaching and strategic consulting to nonprofit
organizations across the state, helping them navigate complex application
requirements, strengthen their proposals, and align their programs with
state priorities. Our support included one-on-one coaching sessions, live
office hours, proposal reviews, and customized feedback. As a direct result
of our guidance, nearly 25% ($10 million) of all awarded grantees were
nonprofit organizations that had received coaching from Boules
Consulting—demonstrating the effectiveness of our approach and our deep
understanding of what it takes to write and win competitive public funding.
Grace Social
and Medical
Services
Boules Consulting worked with the nonprofit organization Grace Social
and Medical Services, an immigration nonprofit, between 2018 and 2023.
During that time, Boules developed speeches for the organization’s annual
fundraising gala. In 2023, the speech was so successful that the gala made
a $40,000 profit in that one night alone, not counting the donations that
came in over the next few days.

In 2024, Boules Consulting was engaged by San Bernardino County’s
Public Works Department to provide strategic consulting on two major
infrastructure projects along Historic Route 66. Our role involved advising
the County on how to effectively engage the community in a way that
ensured the projects were both climate-resilient and community-informed.
We developed two written community engagement plans that included
tailored strategies, outreach tactics, and stakeholder feedback loops.
SoCal Gas In 2022, Boules Consulting was subcontracted to assist in the development
of a Request for Information (RFI) concerning carbon storage utilization
and capture; specifically, Boules Consulting was subcontracted to provide
support in developing the agency’s community engagement plan, which
included how the project would facilitate information.

Cheech used a combination of data
sources, including visitor records,
expenditure reports, and tax revenue data,
to assess its contribution to Riverside's
economy. IMPLAN software was employed
to analyze visitor engagement and quantify
economic impacts, while techniques like
input-output modeling and economic
forecasting, supported by Zenith
Economics, evaluated direct, indirect, and
induced effects. The analysis also examined
spending patterns from non-local visitors
and the economic contributions of special
events hosted by the museum.
Economic Impact Summary
The Cheech has become a significant
economic driver for Riverside, generating
substantial economic benefits through both
its operations and the tourism it attracts.
Our analysis indicates that The Cheech’s
operations and visitor spending contributed
29.0 million in cumulative total
economic impact to the City’s economy.
From June 2022 to June 2024, the museum
exceeded its attendance goals, welcoming
227,932 visitors, with 89.6% of them
coming from outside the area. Non-local
visitors have greatly contributed to local
spending, with $510K spent on lodging,
2.2M in restaurants, and $1.5M in retail,
among other sectors. This spending is
closely tied to the museum’s ability to attract
year-round visitors, ensuring a steady flow
of economic contributions that go beyond
seasonal attractions.
In addition to its tourism impact, The
Cheech has made significant contributions
to local employment and tax revenue. Major
events like the May 2022 Benefit Concert
and January 2023 Descubra Event
increased demand in sectors such as
hospitality and transportation. This surge in
activity helped boost Hotel Transient
Occupancy Tax revenues, which saw a
16.4% year-over-year increase, totaling
1.4M. The museum's construction
spending of $13M provided a one-time
economic boost, while ongoing operational
spending further supports local businesses.
Initiatives like partnerships with downtown

celebration of Chicano/a/x art.
While the museum’s cultural and social

role is equally significant. Museums,
especially those focused on
underrepresented cultural perspectives,
stimulate local economies through tourism,
job creation, and business activity. By
measuring The Cheech’s economic
footprint, this analysis will provide insights
into how the museum supports Riverside’s
economic growth and development.
This report aims to assess The Cheech’s
economic contributions to Riverside’s local
economy. The analysis covers direct
impacts, such as jobs and wages created
through museum operations or visitor
expenditures, as well as indirect and
induced effects. It also explores the
