RE: Concerns Regarding Housing Budget Trailer Bill (AB 130)
Dear Legislators,
On behalf of the City of San Luis Obispo, I write to express our continued support for the State’s
efforts to address California’s housing crisis through meaningful and pragmatic policy solutions. We
appreciate the Administration’s prioritization of housing production and affordability, and we are
encouraged to see key housing investments and reforms advanced through the Housing Budget
Trailer Bill (AB 130).
While we support the overarching goals of this bill, we would like to formally express our concerns
regarding provisions carried over from AB 306 (2025), which are now embedded in Sections 29 and
30 of the trailer bill. As previously communicated in our “Oppose Unless Amended” letter for AB 306,
we are concerned that these provisions could undermine local flexibility and hinder our ability to
adopt modernized building codes that support energy efficiency, cost savings, and resilience for
future residents.
In particular, we are concerned about:
• Limitations on local amendments to the State Housing Law and associated building codes
that may be necessary to meet unique local conditions, especially in high-fire risk and coastal
communities like ours;
• The lack of public process and stakeholder engagement due to the shift from the standard
legislative process to the budget trailer bill mechanism; and
• Potential conflicts with climate and sustainability mandates the City is actively working to
meet, including through enhanced construction standards.
We recognize the urgency of streamlining housing development and welcome continued
collaboration with the State to achieve this. However, we respectfully urge you to consider revisions
to Sections 29 and 30 that would preserve thoughtful local flexibility while ensuring alignment with
statewide housing priorities.
