Dear Planning Commission Members,
We are writing as prospective buyers of the property at 973 Higuera Street to express our support for the removal of the
Planned Development (PD) overlay, which is scheduled for consideration under Agenda Item 4a on July 9th.
Our intent is to develop a mixed-use building on the site that brings arts and culture into the heart of downtown San Luis
Obispo. We envision a project that integrates thoughtfully designed residential and commercial elements, all aimed at
enriching the local community.
However, the existing PD overlay presents a significant barrier to pursuing this vision. The overlay was originally applied
to support a unified development plan for multiple parcels, but that plan is no longer active. As a result, the overlay now
limits opportunities for property-specific improvements that align with current city goals.
We believe removing the overlay will enable reinvestment in key downtown parcels like this one — projects that can
deliver real community benefits and reflect the City’s cultural and economic development priorities.
