The Board of Supervisors adopted each of the Waste Commission's recommendations including splitting the Waste Commission into a separate Solid Waste and Hazardous Waste Commission. County staff will be contacting the Mayors and City Managers of each city regarding the specific representations to these commissions. At the September 15th Waste Commission meeting, each member was asked to indicate which committee they preferred. I indicated, subject to Council approval,that I would like to remain on the Hazardous Waste Commission. Council's re-evaluation of the City's representative(s) on the newly formed Solid Waste and Hazardous Waste Commissions will require quick action in order to meet the Tanner Bill deadlines and other pending actions. Commission assignments should be discussed by Council at the earliest possible date. I have also included a copy of the latest time line for the Hazardous Waste Plan Review. A key date is October 10, 1988 which is the beginning of the City's 90 day review period. Please call me if you have any questions. Ness, Acting County Administrator COUNn ApAHINISTRATOR Date: September 15, 1988 Subject: Status of Commission's Recommendations to the Board of Supervisors Regarding Several Solid Waste and Commission-Related Issues al�m.mr On August 23, 1988, the Commission presented several recommendations to the Board of Supervisors regarding several solid waste issues, the future of the Waste Management Commission and its staffing. The Board adopted each of the Commission's recommendations. The one action taken by the Board that requires additional action by the Commission pertains to the splitting of the existing Commission into two separate bodies. The Board directed the Administrative Office to work with the Commission to facilitate the desired split. Recommendation It is recommended that the Commission poll its members to determine which members are interested in serving on the Solid Waste Management Commission and which members are interested in serving on the Hazardous Waste Management Commission, or, if any, which members are willing to serve on both. Additionally, it is recommended that subsequent to that action, the Commission determine how many new appointments should appropriately be made to either or both of the two new commissions. Dilau53'On The Commission had made four specific recommendations to the Board of Supervisors, dealing with transfer station siting, mandatory solid waste collection, the future of the Commission, and increased staff support of solid waste management issues. The Board of Supervisors' action on each of the Commission's recommendations is summarized below. Transfer Station itina: The Board of Supervisors adopted the Commission's recommendation and directed county staff and Environmental Coordinator's Offices) o immediately(Planning,inestigate Engineering ons and environmental analysis on two potential transfer station sites and report back to the Board as soon as possible. The two sites chosen were the Los Osos Landfill/Turri Road arca and the Williams Ranch area. The Quintana Road site was eliminated from any further consideration. Waste Management Commission September 15, 1988 Page 2 Mandatory Solid Waste Collection: The Board adopted the Commission's recommendation and directed the Health Agency's Environmental Health Division to begin the process necessary to institute mandatory solid waste collection in all urban areas of the county. Environmental Health staff will be presenting a status report to the Commission reviewing the steps necessary and the specific timelines associated with this action while the ordinance issues and noticing requirements are being addressed. Once this has been completed, an ordinance revision will be submitted to the Board of Supervisors for their consideration. Solittine the Commission: The Board adopted the Commission's recommendation to split the Commission into two separate bodies, one dealing with solid waste issues and the other dealing with hazardous waste issues. The Board also directed the Administrative Office to work with the Commission to facilitate the transition to two separate commissions. As the Commission is aware, specific requirements exist in state law regarding the composition of County Hazardous Waste Management Commissions. Additionally, the County's Solid Waste Management Plan provides guidance regarding the desired composition of the Solid Waste Management Commission. These requirements will need to be considered while the Commission is being split. Once individual Commission members are polled to determine their interest in serving on either or both of the new commissions, County Administrative Office staff can assist in filling any vacant positions that the Commission feels should be filled. The following summarizes the required or recommended make-up of each of the two commissions. Recvcler representative I Public representative No minimum membership specified 7 member minimum Assianinit Additional Staff: The Board of Supervisors agreed with the Commission's fourth recommendation to assign sufficient staff to adequately deal with solid waste issues in a timely fashion. Staff recommends that, once the two new commissions are formed, the Administrative Office can work with both the Engineering Department and the Environmental Health Division to ensure that adequate staff arc assigned to each of the two new advisory bodies to ensure their effective operation. jh3/waste (2 -3 TIMELINE FOR THE COMPLETION OF THE SAN LUIS OBISPO COUNTY HAZARDOUS WASTE MANAGEMENT PLAN (CHWMP) August 4, 1988 Policy position determined.
