SUBJECT: APPOINT 2026 COUNCIL COMPENSATION COMMITTEE
RECOMMENDATION
Make appointments to the Council Compensation Committee, effective immediately and
sunsetting upon presentation of its recommendations to the City Council.
Policy Context
Section 410 of the City’s Charter addresses Council compensation and states:
Compensation for Mayor and Council Members shall be reviewed biennially in even -
numbered years. When warranted, said compensation may be adjusted by Council
resolution, to be effective the first full pay period in January of the year following the
review. The compensation rate may be revised by the electorate by initiative.
Chapter 2 of the Council Policies and Procedures further describes the Council
Compensation Committee and outlines the membership and review responsibilities.
Under this Chapter, Council is to select at least one previously elected official, one
Personnel Board member, and one citizen-at-large. In addition, five additional nominees
should be appointed to complete the seven-member committee.
Resolution No. 10516, adopted May 20, 2014, mandates that compensation for Planning
Commission and Architectural Review Commission members be reviewed in conjunction
with Council compensation.
DISCUSSION
At the May 20, 2025 Council meeting, the City Council unanimously voted to begin the
formation of a 2026 Council Compensation Committee. The committee will review the
full Council compensation package and Planning Commission and Architectural Review
Commission stipends and make recommendations to the City Council no later than May
1, 2026. Council also directed that the committee evaluate and make a recommendation
on whether additional Advisory Bodies should receive stipends.

The City Council also agreed to nominate individuals to serve on the committee by
submitting names to the City Clerk by June 15. The City Clerk has confirmed interest with
the individuals suggested and the names of all interested are presented to Council and
the public for discussion and confirmation, as follows:

Voting Procedures
At the July 15th City Council meeting each Council Member will receive a ballot.
(Attachment A) Every Council Member will vote for one (1) person in each of the following
categories: Previously Elected and Personnel Board; they will also each vote for five (5)
people from the At Large category. Council may add any person not selected from the
Previously Elected or Personnel Board categories to the At Large category. To be
appointed to the Compensation Committee, each person must receive a minimum of
three votes. If seven people don’t get the minimum three votes, a second round of voting
will occur with only those who didn’t get three votes.

Public Engagement
At the May 20, 2025, City Council meeting, the public had the opportunity to provide
comment as part of the agendized item regarding whether or not the City Council wanted
to appoint a Council Compensation Committee. The public will also have an opportunity
to submit letters or speak during Public Comment for this agenda item.
All Council Compensation Committee meetings will be legally noticed public meetings.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in
this report, because the action does not constitute a “Project” under CEQA Guidelines
Sec. 15378.

The cost to staff a committee is anticipated every two years when the budget is approved
for the City Administration and IT Department. Any increases to compensation would be
included in the development of the 2026-27 Supplemental Budget. This effort will be led
by the City Clerk with support from the Human Resources Department and City Attorney’s
Office.

City’s Charter Section 410:
Compensation be reviewed biennially in even numbered years. Compensation
may be adjusted by Council resolution, to be effective the first full pay period in
January of the year following the review.
Council Policies and Procedures states:
1.The committee shall review the full Council compensation package including salary, benefits, expense reimbursement, professional development allowances and any other compensation provided the City Council.
2.Review should include, but shall not be limited to:
•Compensation of Council and Mayors of cities of similar population/budget size;
•Compensation practices of both Charter and General Law cities;
•Government Code provisions for General Law cities; and
•Council and Mayor responsibilities in San Luis Obispo at the time of the committee's review;
