A RESOLUTION OF THE SAN LUIS OBISPO PLANNING COMMISSION
DETERMINING GENERAL PLAN CONFORMANCE FOR THE 2025-27
CAPITAL IMPROVEMENT PLAN THAT IS EXEMPT FROM CEQA PER
SECTION 15262, FEASIBILITY AND PLANNING STUDIES (GENP-0359-
2025)
WHEREAS, the Planning Commission of the City of San Luis Obispo conducted a
public meeting in the Council Chamber of City Hall, 990 Palm Street, San Luis Obispo,
California, on May 28, 2025, for the purpose of reviewing the 2023-25 Capital
Improvement Plan for General Plan Conformity as required by California Government
Code Section 65401 (GENP-0359-2025); and
WHEREAS, notices of said public hearing were made at the time and in the
manner required by law; and
WHEREAS, the Planning Commission has duly considered all evidence and
recommendations by staff, presented at said hearing.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of San Luis Obispo as follows:
Section 1. Findings. Based upon all the evidence, the Commission makes the
following findings:
1. The 2025-27 Capital Improvement Plan is consistent with the General Plan.
Section 2. Environmental Review. The determination of conformity with the
General Plan is exempt from environmental review as a Statutory Exemption under
Section 15262, Feasibility and Planning Studies (CEQA Guidelines Section 15262). Each
Project listed as part of the CIP will need future authorization and environmental review
prior to construction.

Section 3. Action. The Planning Commission does find and report that GENP-
0359-2025 conforms to the City of San Luis Obispo’s General Plan pursuant to California
Government Code Section 65401.
On motion by Commissioner Cooley, seconded by Commissioner Flores, and on
the following roll call vote:
AYES: Commissioners Flores, Jorgensen, Kahn, Cooley and Chair Houghton
NOES: None
REFRAIN: None
ABSENT: Commissioner Munoz-Morris and Vice Chair Tolle
The foregoing resolution was passed and adopted this 28th day of May 2025.
