Restroom Facility Recommendations
CAO RECOMMENDATION:
By motion accept Parks and Recreation Commission's recommenda-
tions and direct staff to proceed to implement changes as
proposed
BACKGROUND :
At the May 4 , 1988 Parks and Recreation Commission meeting, the
Commission reviewed the matter of restroom facilities and the
associated problems with particular emphasis given to how to serve
children.
The Parks and Recreation Commission is very concerned about this
matter and indicated that the City should treat this as an urgent
Droblem that needs to be solved.
The Commmission recommended that a comprehensive plan be developed
that deals with all aspects of the problem, which includes
intimidation of park users and nearby residents and homosexual
activities . The basic parts of that plan should include:
A. Increased monitoring, supervision and activities programming in
problem areas .
B. Physical changes to existing facilities .
C. Adoption of restroom design standards for future facilities.
Recommendations
To this end, the Parks and Recreation Commission makes the following
recommendations:
A. Increased monitoring, supervision and activity programming
The most immediate solution is to increase monitoring of
undesirable activities, which includes intimidation of park users
and homosexual acitivities in the park areas, and taking
appropriate action wherever these activities occur. The Parks
and Recreation Commission realized the cost of new facilities is
very expensive; so, until those facilities can be accommodated in
the budget, they discussed the use of increased monitoring,
supervision and activity programming in the problem areas.

1 . Provide a police officer to work on these problems as need
dictates .
2 . Provide training to parks maintenance personnel and recreation
program employees on problem awareness and how to proceed when a
problem occurs .
3 . Continue to improve the neighborhood watch program.
4 . Hold meetings once a month among Parks , Recreation and Police
representatives and neighborhood groups to identify and solve
problems.
5 . Use undercover police and all legal methods to curb illegal
activities.
6. Request newspaper coverage for all crimes in parks.
B. Physical changes to existing restrooms
The Parks and Recreation Commission recommends the following
changes to these parks restroom facilities :
Laguna Lake Park
1 . Restrooms (near hill) should be locked immediately and
reopened when Staff and the Parks and Recreation Commission
determine that these activities have been abated.
2 . Restrooms (near lake) should be used as a model for the
suggested restroom design (see criteria on Page 3, Paragraph
C) . The old restroom should be shut down and converted to a
storage and activity area, or removed and replaced with a
new restroom constructed as per the attached design
criteria. This should be done as soon as possible, perhaps
in conjunction with the parks construction slated for the
summer of 1988.
Mitchell Park
1 . When the Senior Citizens Center is remodeled, the park
restrooms should be replaced. The Commission recommends
that the new design be used in a well-lit location near the
street. The existing restroom should be converted to an
activity and storage area.

3 . Design standards for future facilities
Much discussion centered upon new restrooms. The Commission
recommends careful placement of restrooms on park sites and
adherence to a small , individualized toilet room design. This
design provides privacy and safety because of its location and
design. It should be easy to maintain and hard to vandalize and
should eliminate many of the present problems.
C. Future Restroom Design Standards
General :
Individual toilet rooms of minimum size which are specified
for men and women (and children where use is appropriate) .
These toilet rooms open to the outside of the building and
are lockable.
Concrete block, concrete construction or other construction
that is desirable
Concrete apron walk surrounding exterior
Exterior well-lighted, no hiding spots
Exterior lights; i .e. , street lights or flood lights
Wash basins shall be located on the exterior of the building
Location:
Facing street, close to street
No secluded spots
Interior:
Walls - sealed with epoxy vinyl or tile
Floors - sealed concrete
Fixtures - wall hung
Lighting - indirect, out of reach, skylights, bright
Color - light and bright
Maintenance - ability to hose down, easy to remove graffiti
or cover over, hose bib in each unit
Drainage - very positive drainage in each stall
Hardware - all hardware should be heavy duty, good quality,
such as Restroom Facilities
Ventilation - each stall should be well-ventilated
Plumbing - very easy access by removable panels or- - -
mechanical chase way
Storage room - for restroom supplies; irrigation controller
- may double as parks maintenance storage and work area
(depends on size of park area)

Exterior:
Appearance - pleasing, low maintenance, color coordinated
Doors - lockable from inside and exterior, plywood well hung
Fixtures - wash basins with hook and shelf, color
coordinated
Hand dryers - weather proof, no paper towels
Trash containers - attached waterproof , color coordinated
Fiscal Impact
A. Increased monitoring - this will probably not result in an
increase in cost to the City but will involve some change in
personnel assignment .
B. Physical changes to existing restrooms :
Laguna Lake
1 . Modification, conversion or removal of existing restrooms
and site work: Estimate $3 ,000 - $30 ,000
2 . Design and construction of a new restroom per suggested
standard and site work: Estimate $100, 000
TOTAL: Estimate $103 , 000 - $130,000
Mitchell Park
1 . Redesign and conversion of existing restrooms to activity
building: Estimate $40,000
2 . Design -and construction of new restrooms per suggested
standards and site work: Estimate $100,000
TOTAL: Estimate $140,000
Staff Recommendation
Staff recommends that City Council accept the recommendation of the
Parks and Recreation Commission and direct staff to proceed to
implement changes as proposed.

Minutes of April 6, 1988 were approved pending correction of individual
responsible for publicity. Should be listed as Dave Olson.
PUBLIC INPUT
ITEM #1. INFORMATION: Proposal for Laguna Lake Park
Mr. William Voorlas presented a concept for Laguna Lake Park that included a
Community Garden facility, a demonstration utilizing draught tolerant plants in
- a landscaping design and a composting production area that would be operated as
a commercial venture. It was the opinion of the commission that while the
proposal was informative, it may be better considered for a different location
and more definite information was needed besides the general conceptualization
as discussed.
ITEM #2. REFERRAL FROM PLANNING COMMISSION: Tract #1439-901 Royal Way.
Development of 23 R-1 lots with'proposal to dedicate creek and
land adjacent to creek for trail/park purposes.
Four options were provided for the consideration of the Commission. Although
four options were provided, acceptance of any combination of the options by the
Commission is acceptable.
-- -- 1: -Centerline- of- creek to-10' above bank, area -adjacent to city golf — -
course on easterly end and extends to intersection of Prefumo Creek on south-
- —westerly end.
2. All of proposal #1 plus half of lot #1.
3. Offer #1 plus small easement accesses on each end.
4. Offer #1 plus a portion of lot 8, plus access from Fairway Drive.
(M/S: Fulmer/Rosenberg) Adopt a modified version of alternative 3 with
assurance of access easement from the Rubio Street cul -de-sac.
The Commission also recommended that the the City Council should consider this
land dedication as a portion of the park in-lieu fee but should not substitute
for all of the requirement.

Item #3. REFERRAL FROM CITY COUNCIL: Re: San Luis Obispo County Land
Conservancy --San Luis Obispo Creek Restoration Plan.
The Commission directed staff to prepare a formal response to the City Council
stating the direction and indicating that this will also be addressed in the
Park General Plan Element.
ITEM #4. CONTINUED PROGRAM OF PLANNING -- LAGUNA LAKE MASTER PLAN
The draft of the Laguna Lake master plan will be considered at the study
session.
Further concern was expressed by the Commission regarding the liability of the
restroom situation at Laguna Lake Park. The Commission thought that the
immediate actions should include increased supervision and physical changes of
existing facilities. Future consideration should be given to design standards
of new restrooms in order to mitigate problems. Consideration should be given
to locking the isolated restrooms in Laguna Lake Park.
ITEM #5. OTHER COMMITTEE REPORTS
Jack 'House - new floor-tile has been installed in the kitchen, 50 summer
weddings scheduled to date, Ice Cream Social scheduled for June 26, Summer Open
House schedule is every Wednesday and Friday beginning June 1.
Joint Use - list of names for the Kiosk has been completed, new member is Jim ,
McBride, a donation has been received from the SLO County Tennis Association
and has been earmarked for lights at Sinsheimer Tennis Courts.
Tree - work continues on the revision of the Tree Ordinance.
ITEM #6. STAFF REPORTS
Jim Stockton provided update on projects.
Senior Citizen project on hold pending decision on provision of additional
-- off-street -parking. E. A: French Park will have -first three- phases- of project
complete by July or August.
Lane Wilson distributed the monthly report and highlighted several of the
numerous tasks accomplished throughout the month.
COMMUNICATIONS:
Chairperson Barry Karleskint submitted the Annual Report for the 1987-1988 Year
along with the Commission's input on Advisory .Body appointments. _

Minutes of May 4, 1988 were approved pending addition of Planning
Commission Chair Janet Kourakis' name as guest in attendance.
PUBLIC INPUT
Terry Conner briefed the members of the Commission on the progress of
Pennies for Parks. Fund raising will be ongoing at a nember of
functions. Papers for incorporation of Non-Profit status is underway.
Community response and input has been fairly supportive.
ITEM #1 . EASEMENT: Consideration of Stenner Creek Dedication, 550 Dana
Greg Radison from the Community Development Department presented the
proposed development at 550 Dana. The development is to include
renovation of the existing structure to become a multiple office space
complex. Proposed to the rear of the lot is 11 condominiums. In-lieu
fees, land dedication or a combination of the two are required for the
condominium development approval . This parcel borders creek frontage.
(M/S Fulmer/Rosenberg) Require dedication of land from center of creek
plus 15 feet of bank easement for access by the public.
ITEM #2. LAGUNA LAKE MASTER PLAN - Continued program of planning
Staff will make appropriate additions to the document including an
introduction, conclusion, further definition of shore areas and their uses
and return the document in the fall for the final approval by the
commission.
ITEM *3. RESTROOM FACILITY DESIGN REVIEW
Lane Wilson distributed the final Memorandum regarding the direction taken
—on _restroom supervis.ion_, future design._and suggestions for changes to
existing structures.

ITEM #4. INFORMATION - Bishop Peak requests for improvements
Jim Stockton relayed the concerns of the people in the new development
surrounding the Bishop's Peak School area regarding the need for some park
space or improved access to existing areas. It may be possible to improve
the existing access to the school and to a small open space area near the
development utilizing park-in lieu fees.
ITEM #5. DEVELOP ITINERARY AND PROGRAM FOR ANNUAL PARK TOUR AND DINNER
The commission suggested that the following areas be considered for
visitiation: Mitchell Park, Reservoir Canyon, Prefumo Canyon, Bishop's
Peak, Laguna Hills Park, Laguna Lake, Ferrini Open Space, Rockview and any
areas staff recommended. The tour will depart from the Corporation Yard
on Prado road at 2:30 p.m. and return to the yard for a BBQ at S:OOp.m. .
Thee meeting will follow the BBQ.
It was suggested that John Dunn, Janet Kourakis, Allan Cooper and Jack
Dewar be invited to join the commission on the tour.
ITEM #6. CHAIRMAN'S REPORT
Tabled to study session June 22, B:OOam.
-ITEM. #7.- PROJECT UPDATES
Lane Wilson presented the plan for the construction of a more formal
seating arrangement at the amphitheatre in Mission Plaza. Some of the
concerns by members of the Commission included a need for less concrete
and more landscaping in the stair/seating area in an effort to retain the
green effect that presently exists. Suggestions were made about including
Mission style tile, planters or grass strips.
Jim Stockton relayed to the commission that funding has been approved for
constuction of the wall and, landscaping at Sinsheimer Pool.
ITEM #8. OTHER COMMITTEE REPORTS
Ad Hoc Committee - Robert Rosenberg reported that this is a very important
committee. Some of the issues approaching this committee include regional
concept- of the city, development and -use of the city-'s- resources, pros -and
cons of development etc. Greg Macedo will assist Robert in attending
these committee meetings.
Joint Use Committee - Concerns were discussed about the need for the
School District to have a certified lifeguard on the pool deck during the
use by the high school .
