Concepts)

Sb: Bob Jones Trail Alignment - Broadstone Project
I urge you to recommend alignment of the Bob Jones Trail between Los Osos Valley Road and South
Higuera Street along the creek as recommended by the 2013 Connection Study, approved by the
Planning Commission and included in the current Active Transportation Plan. Alignment along the
possible Bypass route should not be considered due to the intersection hazards at the driveway
crossings. However, a Class II lane (or IV if traffic volume estimates warrant) should be included on the
Bypass if constructed.
(See citations below from the Highway Design Manual and the NACTO Guide).
Currently I’m feeling ambivalent concerning a grade separated crossing for L.O.V.R. I request that you
keep it in the ATP for possible future consideration. However, should you elect to recommend one of the
three described alignments, please include a recommendation to keep the current at-grade crossing as
well for possible use during storm events and/or when bicyclists traveling E/W on LOVR (not already on
the trail) wish to enter the trail. (Note: According to the table on Pg. 11 of the Staff Report, if any of the
three described alignments is installed, the “option would remove at-grade crossing of LOVR.”)

CA Highway Design Manual, Chapter 1000 - Bicycle Transportation Design, January 1, 2025:
Section 1002.1 Selection of the Type of Facility: (2) Class I Bikeway (Bike Path). Generally, bike paths
should be used to serve corridors not served by streets and highways or where wide right of way exists,
permitting such facilities to be constructed away from the influence of parallel streets. Bike paths
should offer opportunities not provided by the road system. (emphasis added)
Section 1003 Bikeway Design Criteria 1003.1 Class I Bikeways (Bike Paths): Class I bikeways (bike
paths) are facilities with exclusive right of way, with cross flows by vehicles minimized. (emphasis
added)
(7) Bike Paths Parallel and Adjacent to Streets and Highways. Bike paths immediately adjacent to streets and highways are not
recommended. While they can provide separation between vehicles and nonmotorized traffic, they typically introduce significant
conflicts at intersections... (emphasis added)
Section 1003 Bikeway Design Criteria 1003.1 Class I Bikeways (Bike Paths): (7) Bike Paths Parallel and Adjacent to Streets and
Highways ...They are not a substitute for designing the road to meet bicyclist’s mobility needs...(emphasis added)
NACTO (Urban Bikeway Design Guide, Third Edition):
Bike Paths - … Vehicular traffic is generally not within the same right-of-way as a bike path...(emphasis
added)
