SUBJECT: Wastewater Treatment and Disposal Options
Recommendation: Council direct staff and consultant to proceed
with treatment Option #3.
Background:
At the September 16, 1988, meeting of the Regional Water Quality
Control Board, the city presented its recommendation for meeting
its waste discharge requirements. That project involved additional
process units for the reduction of ammonia nitrogen, a one million
gallon per day water reclamation project, plus a stream enhancement
project for San Luis Obispo Creek. This project would not meet
temperature, turbidity, MBS, nor color requirements as currently
set by the Regional Board. It was argued that the net affect of
this project would meet the intent of the basin plan to protect
beneficial uses of the stream.
In order for this project to proceed it is necessary for a change
in the basin plan standards. The city requested that the Board
submit a request to the state and EPA to proceed with a basin plan
amendment. After much discussion, the Regional Board did not
support this project, nor our request for a basin plan amendment.
City staff met with the consultant to try to review options
available to us based on the results of the- Regional Board's
meeting. Attached are the four options for consideration. The
attachment includes a flow schematic for each option, plus some key
points for each.
Option 1 - Base Project
This is essentially the project presented to the Regional Board
which did not gain their support.
Option 2 - Temperature Control
This project includes the addition of cooling towers to meet
temperature requirements. It may or may not meet turbidity, MBS
and color requirements.
Option 3 - Full Compliance
This option includes cooling towers, plus carbon absorption
filtration and will meet all requirements that the Board currently
has adopted.
Option 4 - Ocean Outfall
This option would also meet all requirements by essentially
discharging the current level of effluent to the ocean.

An economic comparison of these options is also attached,
indicating capital costs based on an estimated midpoint of
construction of July 1990, plus annual operation and maintenance
costs and annualized cost for each of the options. The consultant
will provide additional technical detail on each option during his
presentation at the Council meeting.
Financial Impact
The base project cost of $18.1 million would result in an annual
single family residence sewer rate of approximately $15.75 per
month. Option 3, which would meet all requirements, would result
in a capital cost of $20.2 million. The corresponding annual
single family residence sewer rate would be approximately $18.75
per month. These capital costs and rates take into account only
the treatment plant portion of the Wastewater Management Plan and
do not include the escalated collection system work.
Recommendation
It is recommended that Council direct staff and consultant to
proceed with treatment Option #3, which will meet all the waste
discharge requirements as currently set by the Regional Board.
