On February 4th, 2025 City of San Luis Obispo Community Development Department staff Observed a
plumbing leak under the house, termite damage to wood posts and other affected areas of the house,
cracked and decayed walls and chipped paint inside the house, cracked and decayed walls and chipped
paint outside the house, hole(s) in the carport wall(s), and rain gutters were not adequately functioning
and needed to be installed where necessary to prevent dampness or water damage. Staff noted the
following violations of the San Luis Obispo Municipal Code or other relevant codes at the above listed
address:
1. Plumbing Hazard – (SLO MC 15.02.140 IPMC 504.3) Where it is found that a plumbing
system in a structure constitutes a hazard to the occupants or the structure by reason of
inadequate service, inadequate venting, cross connection, backsiphonage, improper
installation, deterioration or damage or for similar reasons, the code official shall require
the defects to be corrected to eliminate the hazard.
2. Infestation (SLO MC 15.02.130, IPMC 309.1)
“All structures shall e kept free from insect and rodent infestation. All structures in which
insects or rodents are found shall be promptly exterminated by approved processes that
will not be injurious to human health. After pest elimination, proper precautions shall be
taken to prevent reinfestation.”
3. Interior Surfaces – (SLO MC 15.02.130, IPMC 305.3)
“All interior surfaces, including windows and doors, shall be maintained in good, clean and
sanitary condition. Peeling, chippin, flaking of abraded paint shall be repaired, removed or
covered. Cracked or loose plaster, decayed wood and other defective surface conditions shall
be corrected.”
4. Exterior Walls – (SLO MC 15.02.130, IPMC 304.6)
“All exterior walls shall be free from holes, break, and loose or rotting materials; and
maintained weatherproof and properly surface coated where required to prevent
deterioration.”
5. Roofs and Drainage – (SLO MC 15.02.130, IPMC 304.7)
“The roof and flashing shall be sound, tight and not have defects that admit rain. Roof
drainage shall be adequate to prevent dampness or deterioration in the walls or interior
portion of the structure. Roof drains, gutters and downspouts shall be maintained in good
repair and fee from obstructions.”
Corrective Action:
Acquire the necessary permit(s) to:
1. Repair the plumbing leak under the house.
2. Treat and exterminate termite infestation to prevent further damage to the structure.
3. Repair all cracks and holes in the walls, decayed or chipped paint inside the house.
4. Repair all cracks and holes in the walls, decayed or chipped paint outside the house.
5. Repair and install all rain gutters where deemed necessary to prevent dampness and
further deterioration in the walls or interior portion of the structure.
We request that you voluntarily take action to correct the above noted violation(s) no later than
03/07/2025. These violations constitute a public nuisance and must be abated. Failure to correct the
violation(s) by the specified date will result in the issuance of an Administrative Citation requiring
payment of FINES in accordance with SLOMC Chapter 1.24. For Municipal Code violations that remain
uncorrected after issuance of an Administrative Citation, the City may seek enforcement by other civil or
criminal remedies.
Any person having a title interest in the property may request a Director’s review of this Notice by
completing the enclosed Request for Director’s Review Form and submitting it to the Community
Development Department via email at code@slocity.org or to 919 Palm Street, San Luis Obispo, CA

Jacobson at the city building. She stated that
she gave a written 24
hour notice for entry of property. She had
planned on sending a contractor to address
the necessary repairs at the house and
estimate the cost for all corrective actions to
take place. However, the tenant
refused her and her contractor
entry to the property. Thereby preventing or
delaying corrective actions from taking place.
Property owner brought in the a letter and a
copy of the 24 hour notice to document the
problem as part of the ongoing investigation.
Documents are attached in the file folder. No
further incident.

Property owner, repaired the plumbing leak,
spot treated termites, addressed interior
surfaces in the car port. No further incident.

03/10/2025 Spoke with property owner Connie
Jackobson. She asked if I had been out to the
property due to a complaint. I explained to her
that supervisor S.Sheats and I were out to the
property on Thursday 03/06/2025 to inspect
mold and a new hole in the wall of the
carport. However, nothing transpired from the
visit. I explained to her that there is no action
required on her part at this time.

Tenant complained about
mold in the bedroom and a new hole in the
carport. Supervisor Steve Sheats, and I went
to the property and inspected the complaint.
We were unable to find mold. Moreover, the
hole in the carport wall seemed to have been
created via impact. Supervisor Sheats
inquires about debris being on the inside of
the wall. The tenant said that he or his wife
may have been the ones who created. He
said he doesn't know.

Dear Property Owner,
On September 22, 2022, City of San Luis Obispo Safe Rental Housing staff inspected the rental unit(s)
at 974 Walnut Street. The following deficiencies were identified as a result of the inspection and will
require immediate attention:
1. Observed cracks on the exterior of the home and within the home suggestive of “settlement”.
The support beams were not properly installed and require the proper anchorage for post and
beam foundations. (IPMC 304.1.1). Please take steps to have the foundation and structural
integrity of the home inspected by a structural engineer. The determination from the said
structural engineer may require foundation repair.
2. Interior walls and surfaces had cracks and gaps observed near the front entryway, one of
bedrooms and in the living room. (IPMC 305.3). This type of deficiency will more than likely
need to be addressed in a similar way to item number one to determine what structural
deficiencies need to be remedied. Please have the structural engineer determine the degree
of settlement of the foundation so that any patching or repair work on the interior does not
create further issues in the future.
3. The window in the living room fails to open adequately. (IPMC 304.13). This particular
deficiency more than likely has to do with the settlement of the foundation as well.
Resolving the foundation or settlement issues should help remedy this. The window may
need to be reframed like for like or replaced with a new dimension window. Further insight
into this matter should be provided from the Engineer.
The above items are considered significant health and safety risks and require immediate attention. Safe
Housing staff is requesting that you voluntarily act by first supplying a written, detailed outline within
10 days of this notice, indicating the date(s) in which you intend to address these items.
Any person having a title interest in the property may request a Director’s review of this letter by
completing the enclosed Request for Director’s Review Form and submitting it to the C ommunity
Development Department via email at code@slocity.org or to 919 Palm Street, San Luis Obispo, CA
93406, within five (5) days of the date of this letter.
The intention of Safe Housing staff is to work collaboratively with property owners to quickly address
deficiencies within rental units. While we anticipate any deficiencies will be addressed voluntarily and
swiftly, any remaining items will be forwarded to a Code Enforcement Officer for formal enforcement

Spoke with reporting party and informed that needs to hire the services of a mold abatement and remediation company. I informed that once they physically test for
mold in the house and generate a mold report suggesting abatement, remediation, or no action required. At that point, the city would be able to request a copy of the report and
proceed appropriately based on the report. texted me and informed me that is going to opt out of hiring the services. No further incident.
