SUBJECT:
Amendment No. 2 to the South County Area Transit Joint Powers Agreement to
extend the term of the agreement until June 30, 1989
CAO RECOMMENDATION:
Adopt resolution authorizing the Mayor to execute Amendment No. 2 to the South
County Area Transit Joint Powers Agreement
BACKGROUND
On March 5, 1987, the SLO Area Planning and Coordinating Council (SLOACC) , through
their annual unmet need process, voted to require implementation of transit service
between the South County and San Luis Obispo. This service is now operating on a
trial basis, until such time that the SLOACC has enough data to determine whether
the service should become a regular regional route.
Five local agencies are required to jointly provide this service; the cities of
Arroyo Grande, Grover City, Pismo Beach, San Luis Obispo and the County of San Luis
Obispo.
The proposed Amendment No. '2 to the South County Area Transit Joint Powers Joint
Powers Agreement (SCAT JPA) extends the term of the JPA from December 31, 1988 until
.June 30, 1989. This extension is necessary for SCAT to be able to operate the trial
route for twelve months (per recent SLOACC direction that they want twelve months of
data to review before making a final finding regarding service continuation) . By
March 1989, the trial service will have operated for twelve months. At this time,
SLOACC will determine whether the service should become a regular regional route.
If yes, then the next step will be to determine how this service would be
administered and operated on a continuing basis (should SCAT continue or should the
route be part of the Central Coast Regional Transit Authority?) .
Staff recommends that Amendment No. 2 be approved.
ALTERNATIVES ANALYSIS
Alternative One- Approve the resolution which adopts Amendment No. 2 to the SCAT
JPA. This is the recommended action. A six month extension of the SCAT JPA will
allow for a full twelve month trial of this new route, time for SLOACC
decisionmaking, and time to negotiate the organizational matters for long term
service provision should the route be required to continue.

Alternative Two- Do not approve the resolution and direct staff to renegotiate the
amendment. Staff does not recommend this action because it is inconsistent with
previous City and SLOACC actions regarding this matter.
FISCAL IMPACT
No additional funding would be required as a direct result of approving Amendment
No. 2.
The City of San Luis Obispo's contribution is approximately 31% the route's total
subsidy, projected by SLOACC staff to be approximately $21 ,000 for the trial
period. This contribution was previously budgeted and included in the City's annual
Transportation Development Act claim that was approved by SLOACC.

APPROVING AMENDMENT NO.2
TO THE SOUTH COUNTY AREA TRANSIT
JOINT POWERS AGREEMENT
BE IT RESOLVED 'by the Council of the City of San Luis Obispo as follows:
SECTION 1. That Amendment No. 2, marked Exhibit "A" and incorporated herein
by this reference, is approved and the Mayor is authorized to execute the same.
SECTION 2. The City Clerk shall furnish executed copies of the resolution and
amendment to: City Manager Arnold Dowdy, City of Grover City, 154 South 8th Street,
Grover City, California, 93433.

Amendment No. 2 to Joint Powers Agreement
South County Area Transit
The CITY OF ARROYO GRANDE, the CITY OF GROVER CITY, the CITY OF
PISMO BEACH, the CITY OF SAN LUIS OBISPO, and the COUNTY OF SAN LUIS
OBISPO agree that:
- _WHEREAS, .on February. 1,. 1978, the City of Arroyo Grande, the City
of Grover City, the City of Pismo Beach, and the County of San Luis
Obispo entered into a Joint Powers Agreement, a copy of which is
attached and incorporated by this reference; and
WHEREAS, the parties in Amendment No. 1, dated February 19, 19889
did authorize that the agreement be amended to add the City of San Luis
Obispo as a member and to add an inter-city transit route from the Five
Cities area to San Luis Obispo and vice versa; and
WHEREAS, Amendment No. 1 is scheduled to automatically expire on
December 31, 1988, unless ratified by all member agencies.
NOW, these parties do amend Amendment No. 1 to automatically
expire on June 30, 1989, unless ratified by all member agencies.
