By: Terry Sanville,Principal Plan. SUBJECT: Authorization to extend the Contract Associate Planner position to June 30, 1990. CAO RECOMMENDATION: Adopt a resolution authorizing the Community Development Department to execute a contract retaining a Contract Associate Planner to June 30, 1990. THE SITUATION In 1987, the City Council authorized the Community Development Department to hire a Contract Associate Planner for one year with the possibility of a six month extension. The purpose of this temporary staff increase was to assist permanent staff with current planning activities and special projects while the new General Plan is being prepared. The one-year contract period for the Contract Associate Planner position expired December 1, 1988. The contract was administratively extended (as allowed by the original agreement) for six months -- to May 1989. There is enough money in the Community Development Department's budget to cover that extension period. However, longer-term support -- at least until the end of FY 1989-90 -- is needed. While substantial work has been done on updating the Land Use Element and Circulation Elements, the lion's share of the public review process and environmental studies are still ahead of us. In addition, the Community Development Department is starting work on updating the Open Space, Conservation, and Park and Recreation Elements. At the same time, permit activities in the department have continued at high levels and work on special projects has increased. The Community Development Department needs to retain the Contract Associate Planner for an additional 12 months. The city and the planner would enter into a contract that would extend to June 30, 1990. SIGNIFICANT IMPACTS OF THE PROPOSAL The existing Community Development Department budget will likely cover the cost of the contract position through FY 1988-89. For FY 1989-90, the cost of the position will be approximately $40,000. By authorizing the CAO to enter into a contract, the council is giving advance commitment to funding the position for the next fiscal year. CONSEQUENCES OF NOT TAKING AN ACTION Work on the General Plan and on current and mid-range planning programs would slow down. Current planning service levels would decrease. (1988 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING THE COMMUNITY DEVELOPMENT DEPARTMENT TO EXECUTE A CONTRACT FOR A ASSOCIATE PLANNER POSITION WHEREAS, in 1987 the City Council authorized the Community Development Department to hire a contract planner for a one year period (ending December I, 1988); and WHEREAS, continued work on updating the General Plan and on current planning projects requires continued staff support in the Community Development Department. NOW THEREFORE BE IT RESOLVED as follows: SECTION 1. The City Administrative Officer is hereby authorized to execute an agreement to retain a Contract Associate Planner for the period extending to June 30, 1990. SECTION 2. The City Council supports the funding of this position for Fiscal Year 1989-1990 at an estimated cost of $40,000 (salary and benefits). On motion of Councilperson seconded by Councilperson and on the following roll call vote: AYES: NOES: ABSENT: the foregoing Resolution was passed and adopted this 20th day of December, 1988.
