RECOMMENDATION : As recommended by the Cultural Heritage Committee (CHC), adopt a resolution adding th e property located at 1026 Mill Street to the Contributing List of Historic Resources . DISCUSSION Backgroun d The applicants have requested that their property on 1026 Mill Street be added to th e Contributing List of Historic Resources . Historic listing on either the Contributing Properties Lis t or the Master List of Historic Resources requires a public hearing before the Cultural Heritag e Committee (CHC), nomination to the City Council and Council approval . A Contributin g Property is defined as a structure built before 1941 that has retained its original architectural styl e and, when viewed in the context of its surroundings, contributes to the historic character of th e area . While most contributing properties are located within historic districts, the CHC and th e City Council have determined they may be located anywhere in the City if they meet the criteri a of the Historic Preservation Ordinance . Master List Historic Resources are the most unique and/or important historic resources and meri t special recognition and protection . A property may be listed as a Master List property if it meet s any of the criteria in Historic Preservation Program Guidelines . 1026 Mill Street is not bein g recommended for inclusion in the Master List of Historic Resources since the property does no t appear to have unique characteristics, rarity or known historical association which would qualify the structure for the Master list . The Master list designation is reserved for the most unique an d important historic resources in the City. Previous Review On May 29, 2012, the CHC reviewed the applicant's request to add the property located at 102 6 Mill Street to the Contributing List of Historic Resources . The CHC found the property eligibl e for the Contributing List of Historic Resources based on Architectural Criteria of the Histori c Preservation Program Ordinance . The residence exhibits typical Craftsman Bungalow feature s and is a good representation of the period (CHC Staff Report, Attachment 2). Council Agenda Report — Contributing List, 1026 Mill Street Page 2 June 19, 201 2 RECOMMENDATION The property at 1026 Mill Street is being recommended for inclusion in the Contributing List o f Historic Resources by the CHC since it exhibits many character defining features of the Craftsman Bungalow style with excellent integrity of original exterior and interior architectura l details. The property does not appear to have unique characteristics, rarity or known historica l association which would qualify the structure for the Master list . The Master list designation i s reserved for the most unique and important historic resources in the City . FISCAL IMPAC T Adding the property to the Contributing List will have no fiscal impact on the City . BACKGROUN D The applicants have requested that their property be added to the Contributin g List of Historic Resources . DISCUSSION Property Descriptio n The property is approximately 7,400 square feet and is zoned Office (0). The property is locate d near the Downtown Historic District on the north side of Mill Street between Osos and Santa Rosa Streets (Figure 2, below). The site is developed with the residence at the front of th e property facing Mill Street and has a single car width driveway leading to the rear of th e property . The residence is a Craftsman Bungalow style home constructed in 1910 (Figure 1 , above). 1111 1 Figure 1 .Elevation facing Mill Street . The structure has cros s gables and a partial width front porch with four sets of pedestals . The building exhibits man y character defining features of the Craftsman Bungalow style with excellent integrity of origina l architectural details on the exterior and interior . Exterior character defining features include : knee braces, attic vents, lap siding, exposed rafter tails, double hung sash windows with uppe r level leaded glass details, and original wide trim and molding details in the characteristi c Craftsman style and paint colors (Figure 3, below). Exterior architectural details Attachment 2 CHC 26-12 (1026 Mill Street ) Page 3 The interior of the structure exhibits many of the original craftsman details with origina l casework, pedestals, wainscoting, beams, and interior window trim . EVALUATION Eligibility of 1026 Mill Street for historic nominatio n The CHC's determination of whether or not a property is eligible for either the Master List o f Historic Resources or the Contributing list is based on significance criteria of the Histori c Preservation Ordinance . To qualify for either the Contributing or Master List of Histori c resources, the property is required to meet at least one of the significance criteria of the Histori c Preservation Ordinance . The evaluation criteria for historic listing are published in the Histori c Preservation Ordinance (MC 14 .01 .070). Staff has identified the following significance criteri a in which 1026 Mill Street qualifies for the Contributing List of Historic Resources : Architectural Criteri a A. Architectural Criteria : Embodies the distinctive characteristics of a type, period, region, or method of construction, or represents the work of a master, or possesses high artistic values . (1) Style : Describes the form of a building, such as size, structural shape and detail s within that form (e.g. arrangement of windows and doors, ornamentation, etc .). Building style will be evaluated as a measure of a.The relative purity of a traditional style ; b.Rarity of existence at any time in the locale ; and/or current rarity although the structure reflects a once popular style ; c.Traditional, vernacular and/or eclectic influences that represent a particular socia l milieu and period of the community ; and/or the uniqueness of hybrid styles and ho w these styles are put together . (2) Design : Describes the architectural concept of a structure and the quality of artistic merit and craftsmanship of the individual parts . Reflects how well a particular style o r combination of styles are expressed through compatibility and detailing of elements. Also, suggests degree to which the designer (e .g., carpenter-builder) accurately interpreted an d conveyed the style(s). Building design will be evaluated as a measure of a.Notable attractiveness with aesthetic appeal because of its artistic merit, details an d craftsmanship (even if not necessarily unique); b.An expression of interesting details and eclecticism among carpenter-builders , although the craftsmanship and artistic quality may not be superior. The residence exhibits typical Craftsman Bungalow features and is a good representation of th e period. The property does not appear to have unique characteristics, rarity or known historica l association which would qualify the structure for the Master list . The Master list designation is reserved for the most unique and important historic resources in the City . RECOMMENDATION Adopt the attached draft Cultural Heritage Committee Resolution to recommend the City Counci l add the property located at 1026 Mill Street to the Contributing List of Historic Resources . Alternative s 1.Determine that the Property does not meet Historic Preservation Program Guidelines fo r Listing on the Contributing List of Historic Resources (List findings).
