DISCUSSION Backgroun d On December 13, 2011 the City Council authorized Fire Department staff to submit a gran t application for $64,712 to the Federal Emergency Management Agency (FEMA) for funding t o update the Local Hazard Mitigation Plan . The City Council also approved authorization for the Cit y Manager to accept and appropriate the funds to the Fire Department . The grant has been awarded t o the City of San Luis Obispo and in order to receive the funding a resolution designating a n authorized agent for the Hazard Mitigation Grant Program is required by the California Emergenc y Management Agency (Cal EMA). FISCAL IMPACT Total project funding is $64,711 . The FEMA award amounts to $48,511 with a required 25% matc h from Fire Department of $16,200 . The matching funds will be covered by existing Fire Departmen t budget . There will be no additional cost to the General Fund . The Local Hazard Mitigation Pla n Update will allow the City to apply for Hazard Mitigation Project Funding . ALTERNATIVE S Do not approve resolution . If the Council does not approve the resolution, grant funding will b e denied. This is not recommended as fire service grant opportunities are limited and the grant fund s provide additional staffing or a consultant to update the City's Hazard Mitigation Plan . (2012 Series ) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISP O DESIGNATING THE CITY MANAGER AS THE CITY'S AUTHORIZED AGEN T FOR ACCEPTANCE OF CALIFORNIA EMERGENCY MANAGEMENT AGENC Y FUNDIN G WHEREAS,The City of San Luis Obispo submitted an application for funding to Californi a Emergency Management Agency (Cal EMA), an d WHEREAS,the City of San Luis Obispo has been notified by Cal EMA who was notified by th e Federal Emergency Management Agency (FEMA) that the application for funding has been approved . NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo tha t SECTION 1 .The City Manager, is hereby authorized to execute for and on behalf of the City o f San Luis Obispo, a public entity established under the laws of the State of California, this application an d to file it with the California Emergency Management Agency for the purpose of obtaining certain federa l financial assistance under Public Law 93-288 as amended by the Robert T . Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaste r Assistance Act . SECTION 2 . That the City of San Luis Obispo, a public entity established under the laws of th e State of California, hereby authorizes its agent to provide to the California Emergency Managemen t Agency for all matters pertaining to such state disaster assistance the assurances and agreement s required. SECTION 3 .This is a universal resolution and is effective for all open and futures disasters u p to three (3) years following the date of approval below .
