SUBJECT: Temporary Storage
RECOMMENDATION
By motion, adopt staff recommendation to purchase three
containers and install them, subject to Community Development
Department requirements, as a temporary measure in order to
allow work to begin at the Children' s Museum
BACKGROUND
At its meeting of September 19, 1989, the City Council approved
the use of the transmission shop at 1010 Nipomo Street as a
Children's Museum as proposed by Kathy and Rob Strong. During
the discussion, the Council asked the staff to report back in
more detail regarding the matter of temporary storage.
DISCUSSION
The transmission shop serves-a City-wide need for covered storage
allowing protection for certain equipment and materials. Some of
the materials stored are used on an ongoing and a very regular
basis at the Mission Plaza. Other material and equipment is used
at other City facilities throughout the community. The
transmission shop is needed at this time because of lack of
covered storage at the Corporation Yard. During budget review,
staff recommended that three storage containers be purchased to
allow facilities to be located near their place of use. The
Council determined that it would prefer permanent facilities,
rather than temporary storage containers, and budgeted funds for
this purpose.
Rob Strong would like to take occupancy of the transmission shop
by January 1 in order to develop the Children's Museum, however,
City procedures and construction timing will make it impossible
for the City to construct permanent storage facilities at remote
locations prior to that date. The most reasonable approach would
be to provide storage containers which can be purchased and
delivered within a few weeks and site these containers at three
locations until the permanent facilities can be constructed. The
containers are 81x40 ' in size with doors located as required for
convenient access. These containers are relatively portable and
can easily be moved onto a site, screened, and painted to meet
City conditions, and can be relocated should site conditions

change or permanent facilities be constructed. The containers
proposed to be located in Mission Plaza and Sinsheimer Park could
be relocated to the Corporation Yard, painted again to match the
Corporation Yard decor and utilized until the warehouse can be
constructed within the next 4-5 years.
Mission Plaza
Staff has reviewed numerous sites in and near Mission Plaza
utilizing the following guidelines:
1. The site selected should provide convenient access between
the Plaza and the storage facility.
2. The site selected should be unobtrusive so as not to detract
from Mission Plaza.
3 . The site and the continued City access should not intrude
into the neighborhood.
Considering these criteria, staff feels that the site which best
meets the City need is alongside the Children's Museum (Exhibit
A) . The site has good access to Mission Plaza, is partially
screened by the building and hedge, does not encroach into the
neighborhood, and can further be painted and decorated to fit
into the Children's Museum theme.
Sinsheimer Park
A similar analysis was used for finding a site for a temporary
container at Sinsheimer Park. Staff's choice is a site located
outside of the ballpark wooden fence along the third baseline
(Exhibit B) .
Corporation Yard
A third storage unit is needed to replace all of the remaining
storage within the transmission shop. This unit would be located
at the Corporation Yard (Exhibit C) .
When a permanent structure is constructed at Sinsheimer Park and
at Mission Plaza, the two containers could be relocated to the
Corporation Yard and utilized for several years until the
warehouse is constructed. All of the temporary storage
containers will be painted and screened per requirements of the
City.

FISCAL IMPACT
Purchase, siting, painting, and landscaping of the three
containers is estimated to cost $13 , 000. The 1989-91 budget
includes $26, 000 for construction of permanent facilities.
RECOMMENDATION
Staff recommends that the three containers be purchased and
installed on a temporary basis until permanent facilities can be
constructed, thus allowing utilization of the transmission shop
facility for a Children's Museum in the very near future.
