Plans and Specifications for "Sidewalk Improvement Project: Santa
Barbara Street - Church Street to Morro Street, City Plan No.
R-40B. "
RECOMMENDATION:
By motion approve plans and specifications, authorize staff to
advertise for bids, and authorize CAO to award contract if bids are
lower than Engineer's Estimate.
BACKGROUND:
At its meeting of September 18, 1990, the City Council determined by
Resolution No. 6871 that public interest, convenience, and necessity
require the construction of the improvements.
The property owner was notified in accordance with provisions of the
code and failed to install the required improvements. Therefore,
following provisions of the code, staff has prepared these contract
documents to have the work done.
Upon completion of the work, staff will follow provisions of the code
calling for a public hearing to verify costs.
FISCAL IMPACT:
Engineer's Estimate:
Base Bid: $13,646. 00
Contingencies: 1.364.60
Total: $15, 010. 60
Preliminary Allocation of Cost:
Property Owner: $13,573. 10
City: 1.437.50
Total: $15, 010. 60
There is currently $38, 000 in account 060-0527-008-105.

Sidewalk Improvement Project - Santa Barbara Street
The commission does not support the recommended design of integral curbs, gutter,
and sidewalk, and hopes the council denies` the design as recommended.
The commission wants to see a detached sidewalk with a parkway design. The
reasons for this recommendation are:
1, Their understanding that city policy is to promote parkways in Old Town.
2. `.The other two street frontages of this triangular block already are improved
with detached sidewalks and a parkway.
3. Better separate pedestrians from fast-moving vehicles.
4. Provide for canopy street trees and other softening landscaping.
