Immediately following roll call, members of the public may address the City Council and
Architectural Review Commission on items that DO NOT appear on the printed agenda.
Please observe the time limit of three minutes. A speaker slip (available in the Foyer) must
be filed with the City Clerk prior to the beginning of the meeting.
As a general rule, action will not be taken on issues not listed on the agenda. Staff will
generally be asked to follow -up on such items. The Council is interested in hearing from
the public regarding issues or concerns of the community and welcomes your input.

water conservation through heavy pruning of trees.

C -1 YELLOW RIBBON. DAYS (RAPPA)
Consideration of proclaiming "Yellow Ribbon Days" to show support of the men and
women currently serving in our armed forces.
RECOMMENDATION: Adopt resolution proclaiming "Yellow Ribbon Days" as
recommended.

BUSINESS ITEM
1. The City Council and Architectural Review Commission will consider ways to
facilitate implementation of adopted city ordinances and policies in the following
areas:
A. APPEALS
How to better coordinate areas of concern in Architectural Review
Commission actions that are appealed to the City Council,
Jonas* Upon general consensus, that if a project is appealed to Council and includes
a substantial amount of revisions since reviewed by the ARC, that the appeal be
heard and referred to the ARC for final determinations. It was also suggested
that the ARC approve projects with additional conditions as deemed necessary
so that the appeal is not on the entire project but only on identified condition (s).
B. HILLSIDE DEVELOPMENT STANDARDS
Interpretation of Hillside Development Standards.
Jonws* Suggestions included better standards for difficult sites and use of graphics.
C. CREEK .SETBACK POLICIES
Interpretation of Creek Setback Policies.

Suggestions included. 1) ARC to recommend ordinance amendments when
appropriate; 2) having an ARC representative attend Council meetings; 3)
Council liaisons to attend ARC meetings more often; 4) use the telephone.
