Contrary to allegations currenLly being mader I
an unaware of any cj-rcumstances whereby representatives
of Chuckrs Economy Station' J.B. Dewar Companyr oE Gulf
OiL Cornpany were directed by any member of this depart-
ment to remove or replace underground storage tanks at
this facility.
At my direction, Inspector Gary Alstot had witness-
ed the prescribed lJ.f'.P"A. trGross Leak Testsn of each
of the underground storage facility as these tests were
being conducted by personnel of the J.B. Dewar Company.
Inspector Alstot reported Lo me that he observed these
leak tests to be negative wiLh the exception of co€.
He reported t,his one particular ftGross Leak Testn indi-
cated a substantial product loss.
J.B. Dewar personnel concurred with the above re-
port.
I stated to the station owner and ME. Dewar that
the next appropriate step in the test5-ng would be thenPinal Testtr as described in NFPA Pamphlet #329. l{f,.
Dewar stated that, rather than encounter further delayst
he would immediately start to remove and replace the
tank in.question. I specifically asked if he was
volunteering to .remove the suspect tank wj-thout fur-
ther test5-ng. He replied that he was, and that he was
satisfied from the test he had observed that they had
isolated the involved tank.

At a later time, I was present when the suspect
tank v{as removed from the ground and examined by a
representative of the Gulf Oi1 Company. I personally
observed hj-s removing from the side of the tank a
small piece of c1ay,/adobe type materj-al adhering to
the side of the tank directly over a welded seam app-
roximately one-third up from the bottom on the street
side. He then commented something to the effect thatrThere is our culprltltt, and began to examine the
welded seam with his pocket knife. After scraping
off what appeared to be a corrosive residue, he point-
ed to where there appeared to be a smal1 hole in the
side of the tank the approximate diameter of a pencil.

Dear Mr. Leonard;
I am taking this opportunity to inform you of additionaL
information and results of tests Gulf Oil Company has made
regardj-ng subject problem.
As you are probably aware, Gulf service station unit
#686 (leased to J. B. Dewar), 1371 Monterey Street, San Luis
Obispo has had the following replacements.
1. All gasoline product piping was replaced two years
ago with plastic red thread pipe.
2. The three existing 12r000 gallon underground tanks(instalted in 1959) were recently replaced with three
101000 gallon tanks. The new tanks are double coated
with a heavy duty Bitumastic coating.
3. Tank removals and installation include all pipe
testing, was under the supervision of San Luis Obispo's
Fire Department authorities"
Pressure tests on a1I three tanks removed. from service
station 686 were made by R. McGray Co. Tanks were tested
at four to five pounds of preJsure and over a period of 18
hours revealed no loss of air pressure.
The three tanks are currently being stored at R. McGrayrs
yard | 20LS So. Broadway Street, Santa Maria, CaLifornia,
phone 925-1008.
Subject tanks may be inspected at any time. Mr. McGray
will furnish a complete log and results of tank tests.

Fire Chief Schlobohm was contacted. 9-2L-73 and, we were
informed the City of San Luis Obispo is monitoring sewer
vapors along Monterey Street. Liquid samples and test.s
are presently being made at each outlet along subject sewer.
fests will continue for approximately a week longerr 4t
which time test results should be more conclusive.
A complete audit of product deliveries and sales at
service station 686 was made by Mr. J. Dewar (Gulf Jobber).
The audit revealed no product losses and actually recorded
a slight gain.
Dr. Robert Stone (213/346-0560) has been retained by
GuIf Oil Company as consultant and we can assure you of
continued cooperat,ion with your department and City of
San Luis Obispo in every way possible.

This is to advise you of a conversation this
morning with Mr. Dewar and a representative of
Gulf Oil Company regarding the possibility that
their service station at 1300 block of Monterey
has a major leak from either underground storage
tanks and/or product lines creati.ng the extremely
hazardous situation in a two block area of
Monterey Street.
Mr. Dewar and the Gulf Representative re-
quested that they be allowed to pressure test
the storage tanks while still containinggasol.ine. fhey further claj-ned that it would
talce several days to pump the gasoline from
these tanks.
I emphatically denj-ed their request to
pressurize the storaEe tanks while containing
gasoline and explained that if the leak does in
fact come frorn one of the tanksr any pressuri-
zing will either;
1) Force a larger quanti.ty of gasoline
5.nto the ground and thereby to the sewer
systems, and;
2) Might also cause a major rupture of
the tank causing a totally uncontroLLa.ble
large loss of gasoline into the under-
ground stratas.I further attempted to explain my op5-nion as
to the potential f.iabilities that might be incumed
by their actions i-n this matter, and inforrned them
that it was my understanding that equipment is

avaitable to pump these tanks in one or two hours
time.
I reLated Inspector Alstots order that the tankswill be pumped dry !Li!@! furtlrsr 99H,, but that
they couLd j.rnmediately begin pressure tests of
product piping as Long as it did not pressurize
tanks.
Received a call about an hour later that a
truck had been aruanged for from Santa Marj.a that
would pur$p the tanks dry in about one (1) or two(2) hours.
