RECOMMENDATION: Adopt Resolution Approving Engineering Standards for Construction of Public Works Projects. BACKGROUND: From time to time staff reviews the standard drawings used in constructing public works facilities. Changes to these standards are made if warranted. The standard drawings are made a part of city projects and provided to the public to use in their projects. It is important that the City Council approve all standards used in projects. The act of Council approval allows the City protection under the law from future claims of damage that may be attributed to the improvements constructed using these standards. The legal term for this protection is "Design and Plan Immunity. " In 1988 the Council adopted Resolution No. 6494 approving Engineering Standards for Construction of Public Works Projects. Staff has now extended, expanded and revised the existing standards. Changes made reflect current practice and state-of-the-art techniques in the design and construction of public works facilities. They provide a more cost- effective and comprehensive set of standards. Typical of the types of new items added to the standards are: parking lot bay dimensions for "average" cars; barricade for sidewalk closure; tree root control; new sidewalk underdrain design. Examples of modifications and changes to the standards are: revised uniform design criteria and parking and driveway standards; different fire hydrant standards to meet Fire Department needs; adding steel reinforcement to handicap ramps and driveways to reduce cracking; improved standard for waterline valves; upgrading of water service line components; and sealing of manholes to reduce infiltration. Some of the standards were just redrawn to make them clearer and represent no change at all. A copy of the new revised standards is on file in the Council office. ALTERNATIVES: Option 1: Adopt the resolution approving the revised standards, as submitted. Option 2: Continue action on the Resolution to a future date. CONSEQUENCES OF NOT TARING THE RECOMMENDED ACTION: Failure to adopt the Resolution at this time will increase the possibility of liability and cost to the City by utilizing standards which have not been updated to conform to current practices. CONCURRENCES: All of the divisions within the Public Works Department have reviewed and approved the new standards as herein submitted. SIGNIFICANT IMPACTS: No significant fiscal impacts are foreseen. RECOMMENDATION: Adopt resolution approving Engineering Standards for construction of Public Works projects. (1991 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING ENGINEERING STANDARDS FOR CONSTRUCTION OF PUBLIC WORKS PROJECTS AS PREPARED BY THE ENGINEERING DIVISION OF THE PUBLIC WORKS DEPARTMENT WHEREAS, the Engineering Division of the Public Works Department is responsible for periodically updating the Engineering Standards, and WHEREAS, the Engineering Standards are necessary to ensure that public works facilities are designed and constructed to minimum acceptable standards to protect the health, safety and welfare of- the public, and WHEREAS, legally adopted Engineering Standards are necessary to provide "design and plan immunity" thereby protecting the city from possible liability, and WHEREAS, the Engineering Division has completed an extensive revision and expansion of the current Engineering Standards, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis Obispo, California hereby: 1. Approves a booklet prepared by the Engineering Division of the Public Works Department setting forth City Engineering Standards for construction of public works projects, entitled "Engineering Standards, " attached hereto marked Exhibit "A" and incorporated herein by reference. 2. Authorizes the Public Works Department to prepare and maintain a supply of said booklet for distribution.
