Proposal indicated a previous disqualification and noted missing deadlines. Reference check (while one was very favorable) another reported similar challenges with TJKM being able to
meet deadlines.
Proposal demonstrated good experience and services offered (multimodal and complete street design). TJKM has local experience which is good. Couldn't tell from proposal where nearest
office is located, but doesn't appear to be one in SLO County.
Proposal demonstrated high quality of civil experience however little mention of transportation planning, modeling or analysis. They have local experience which is good and demonstrated
that they have coordinated with Caltrans.
Bengal Eng seems like they would be a good fit for the Engineering On-Call...doesn't demonstrate understanding of needs for Transportation On-Call.
Proposal demonstrated a qualified Principal, however firm only has 3 years of experience. Unfortunately, lack of other staff removes redunencies and peer review/collboration opportunities.
City's On-Call is typically used for major/complex projects that require a team of experts. No sub-consultants were listed for project team. Good ties to Cal Poly is great. Office is
in Arizona, so no local presence.

TJKM has worked on a few projects for the City of Dinuba including; design of a traffic signal synchronization project, community-wide active transportation plan, neighborhood traffic
calming program, and systemic safety analysis which resulted in a successful HSIP Cycle 9 application awarding Dinuba $1.9 million dollars for roadway segment improvements to remedy
safety issues identified in the systemic safety analysis.
TJKM has also worked as a sub for another engineering firm that has done work for us. TJKM’s portion of those projects was the traffic engineering (striping, signage considerations,
etc.).
Nayan and Ruta and their staff are extremely great to work with. I would highly recommend TJKM to the City of San Luis Obispo.

I worked directly with Interwest Consulting Group for many years when I worked with the City of Eastvale as their City Manager. I always found Interwest staff to be responsive, hardworking,
professional, knowledgeable, approachable and possessing a very customer-service oriented approach which was a top priority for us. They provided many contract services for Eastvale
well beyond On-Call Transportation contract services. Interwest began providing services to Eastvale after incorporation in 2010 and they are still providing services there today. I
feel that Interwest staff did respond within a timely manner but it does depend upon what your definition of timely is. I did not expect them to respond to every email or phone call
on the same day before the close of business. Being that Eastvale is a city experiencing tremendous growth, historically with very few staff, there were from time to time questions
and tasks that took longer to respond to.
Here in Corona, I do not have as much direct contact with their staff but they do provide some contract services to the City of Corona as well but in the realm of Building and Safety,
plan check, etc.

Kimley-Horn is one of the best transportation consultants that the City has worked with. In fact, we just recently hired Kimley-Horn as one of the City’s on call transportation consultants
for the next three years.

2 major corridor studies – 1st project went very well. 2nd project currently underway.
1 large interchange project arising from the 1st project proposal also currently underway but with a different project manager.
Plus a handful of minor task, signal timing, TIA reviews, and a new signalized intersection.
We’ve had pretty good outcomes from this company. Projects are handled by Project Managers and teams. So if you are fortunate to get good teams then you will have good results.
Many of the delays we had on the project were not due to KH but rather from delays caused by the public wanting more time to consider the various improvements or changes.
I usually require that they bill their projects by deliverables. I pay only when they deliver a product: analysis, map, concept plan, report, meeting, etc. We do this up front in the
negotiation phase so that we are all on the same page. Then I don’t have to worry about cost overruns at the end of the job which sometimes sours an otherwise good relationship. Where
we had overbudget it was mostly because the public wanted to expand the scope of work so we renegotiated the contract not to exceed amount.

stellar. The breadth and depth of knowledge and experience offered by their staff, locally and across the country, is unparalleled. They continue to be trusted advisers in our street
design work, even though the contract I PM'd has ended. They have earned my highest recommendation.

MBI is still working on our two streetscape and Citywide striping projects. Their plans are clear and concise and they ask all the right questions and are very knowledgeable with the
trends of striping design and complete streets elements. They have however gone budget with their tasks and requested more budget to complete tasks. Some of this is warranted because
of scope changes but some overages were questionable. I think if your scope is well defined they are a good firm to work with.

Alta’s planning is very good. There shortcoming is their construction plans. There were several grade issues with one particular project.
