HomeMy WebLinkAbout9/16/2025 Item 7b, Vujovich-LaBarre Mila Vujovich-LaBarre < To:E-mail Council Website Subject:Grand Jury Report 9.16.25 September 16, 2025 Mayor Stewart and Council Members 990 Palm Street San Luis Obispo, CA 93401 Mayor Stewart and Council Members, As a member of the Student Community Liaison Committee (SCLC), I am hoping that you will address the concerns of residents of our fine City that appeared in the Grand Jury report. The SCLC, which is supposed to serve as a mechanism of communication among Cal Poly, Cuesta College, the City and County of San Luis Obispo, and community organizations, was not capable of addressing concerns with a robust plan of action. I was elated to see concerns of neighborhoods elevated to the Grand Jury. While the mission of SCLC is to proactively engage in discussions to promote positive relations, mutual respect, and improved quality of life for all citizens of San Luis Obispo, it has protected students, quite frankly, some of whom are affiliated with the illegal fraternities that are operating in R1 and R2 neighborhoods. Our SCLC meetings have become information-sharing in nature and productive, but have been constantly clouded by the matter of unruly student behavior. Much of the inappropriate behavior has been centered around the fact that there are multiple houses that are "satellite houses" for fraternities in the eyes of Cal Poly representatives, but are basically “illegal” according to City codes. Please make sure that these houses are identified. Please inform the heads of these fraternities to keep their celebrations in places that do not impact the neighborhoods. It will be wonderful for Cal Poly to eventually build a “Greek Row” on campus. There are multiple people in our community who follow the statistics of noise complaints and how they are addressed by our police department. Apparently, many residences in the Alta Vista area have now become "concert venues" and "event venues" with amplified music, large crowds, and some even charging admission. Our City residents' peace and safety should be a top priority. There is no "right to party," so these activities should not be allowed per our Municipal Code. 1 While I applaud the SLO Police Department for the introduction and expansion of the Safety Enhancement Zone ordinance for Halloween and St. Fratty's Day, something must be done to curb the parties that occur almost every weekend. Why not make a policy that Community Service Officers( CSO), using a zero tolerance policy, be utilized for noise complaints every weekend, particularly in the Alta Vista and Monterey Heights areas? More citations would send a clear message that these disturbing behaviors are not acceptable in our residential neighborhoods, where residents and their children need to sleep. I suggest ramping up the fine schedule to $1,000 or more for noise violations. The are students at both Cal Poly and Cuesta College who bring an immense amount of vibrancy to our community. There are so many students who positively contribute to our community. Action must be taken to educate the students who are choosing to disrupt the serenity in our neighborhoods. Please make sure that you use this golden opportunity to create new solutions for residents, who are your constituents. While the SCLC is a lovely place to chat and share information, it does not have the power to create solutions for noise violations and illegal fraternities like you do. Please heed the information in this report and use it to problem-solve. Please revise your response to include some constructive efforts to help those living in these impacted neighborhoods.
