CALL TO ORDER A Regular Meeting of the San Luis Obispo Planning Commission was called to order on August 27, 2025 at 6:00 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo, by Vice Chair Tolle. 2. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA Public Comment: None --End of Public Comment-- 3. CONSENT Motion By Commissioner Munoz-Morris Second By Commissioner Flores To approve Consent Items 3a and 3b. Ayes (4): Commissioner Flores, Commissioner Jorgensen, Commissioner Munoz-Morris, and Vice Chair Tolle Absent (3): Commissioner Cooley, Commissioner Kahn, and Chair Houghton CARRIED (4 to 0) Page 5 of 17 2 3.a CONSIDERATION OF MINUTES - JULY 9, 2025 PLANNING COMMISSION MINUTES To approve the Planning Commission Minutes of July 9, 2025. 3.b COSTCO WHOLESALE OPEN SPACE LAND DEDICATION – GENERAL PLAN CONFORMITY REPORT Approve a draft Resolution (Attachment A) finding that the acceptance of a dedication in fee simple title of approximately 2.8 acres of unimproved real property that is a portion of a parcel owned by Costco Wholesale, located in the City of San Luis Obispo, for open space conservation purposes and passive recreation by the general public, conforms with the City’s General Plan. 4. PUBLIC HEARINGS 4.a A REQUEST TO MODIFY AN EXISTING CONDITIONAL USE PERMIT (USE-0550-2019) TO ADD DELIVERY SERVICES TO A CANNABIS RETAIL STOREFRONT OPERATION LOCATED AT 280 HIGUERA ST (MOD-0424-2025). All Commissioner(s) reported having no Ex Parte Communications. Ivana Gomez, Cannabis Business Coordinator presented the staff report and responded to Commission inquiries. Vice Chair Tolle opened the Public Hearing Public Comment: None --End of Public Comment-- Vice Chair Tolle closed the Public Hearing Motion By Commissioner Flores Second By Commissioner Jorgensen Approve the request to modify an existing Conditional Use Permit (USE - 0550-2019) to add delivery services to an existing cannabis retail storefront operation at 280 Higuera Street, based on updated findings and subject to revised conditions of approval. Ayes (4): Commissioner Flores, Commissioner Jorgensen, Commissioner Munoz-Morris, and Vice Chair Tolle Page 6 of 17 3 Absent (3): Commissioner Cooley, Commissioner Kahn, and Chair Houghton CARRIED (4 to 0) 4.b RESPONSE TO RECOMMENDATION NO. 6 OF THE GRAND JURY REPORT (ROUND & ROUND WITH TOWN & GOWN) Community Development Director Timmi Tway and Deputy Director of Community Development Tyler Corey presented the staff report and responded to Commission inquiries. Vice Chair Tolle opened the Public Hearing Public Comment: None --End of Public Comment-- Vice Chair Tolle closed the Public Hearing Motion By Commissioner Jorgensen Second By Commissioner Munoz-Morris Review and approve the draft response to Recommendation No. 6 of the Grand Jury report, Round & Round with Town & Gown. Ayes (4): Commissioner Flores, Commissioner Jorgensen, Commissioner Munoz-Morris, and Vice Chair Tolle Absent (3): Commissioner Cooley, Commissioner Kahn, and Chair Houghton CARRIED (4 to 0) 5. COMMENT AND DISCUSSION 5.a STAFF UPDATES AND AGENDA FORECAST Deputy Community Development Director Tyler Corey provided the following update of upcoming projects:  September 10th meeting there are currently no items scheduled.  September 24th - Amendment to the Zoning Regulations regarding applicability to City Projects  October 8th meeting there are currently no items scheduled. Page 7 of 17 4  October 22nd - General Plan Amendment for Water and Wastewater and an update to the Historic Preservation Ordinance and Historic Context Statement. 6. ADJOURNMENT The meeting was adjourned at 6:40 p.m. The next Regular Meeting of the Planning Commission is scheduled for September 10, 2025 at 6:00 p.m. in the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
