Dear Governor Newsom,
On behalf of the City of San Luis Obispo, I am pleased to express our strong support for AB 1
(Connolly) and respectfully urge you to sign this important measure into law.
California continues to face an unprecedented wildfire crisis that has dramatically impacted the
affordability and availability of homeowners’ insurance, particularly in high-risk wildfire areas like
San Luis Obispo. In recent years, our community has faced repeated wildfire threats in the wildland-
urban interface, prompting the City and our residents to invest heavily in home hardening and
defensible space to reduce risk.
Despite these efforts, many homeowners in San Luis Obispo continue to struggle to obtain or renew
property insurance, as the current regulatory framework does not fully recognize the wildfire risk
reduction benefits of home hardening and fuel mitigation. AB 1 will help address this by directing the
California Department of Insurance to consider updating the Safer from Wildfire regulations to
include home hardening as part of its risk rating system by January 1, 2030.
Incorporating home hardening into CDI’s regulatory process would incentivize continued investment
in risk reduction measures, strengthen community resilience, and improve insurance market stability.
This aligns closely with San Luis Obispo’s commitment to proactive wildfire preparedness and
community safety.
For these reasons, the City of San Luis Obispo respectfully urges your signature on AB 1.
