Authorize staff to advertise for bids . 3 Authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer's Estimate of $525,30 0 DISCUSSIO N Backgroun d The City's wastewater collection system includes nine lift stations . The Laguna Lift Station (Laguna) is located within the City's Water Reclamation Facility at 35 Prado Road and serves th e western portion of the City, including receiving flow from the Calle Joaquin, Silver City, an d Prefumo lift stations, gravity flow from the Laguna Lake area, and tank drains from the Wate r Reclamation Facility . Laguna pumps approximately 750,000 gallons of wastewater daily during dr y weather and over two million gallons per day during wet weather . Since 2003 when Laguna was put into service, the City has not been able to operate the lift statio n consistent with the operational specifications due to varied and repeated failures that have occurred . The lift station has required extensive repairs, costly maintenance, and utilized excessive staff tim e to keep it operational and functional . The high level of risk associated with continuous failures, an d the ongoing operations and maintenance costs, make continuing the lift station's operatio n infeasible . The Laguna Lift Station Replacement project will be sited approximately 20 feet north of th e existing station . The project includes : 1.A 12-foot diameter pre-fabricated, pre-engineered, coated, concrete wet well an d three submersible pumps . 2.Use of the existing motor control center building . 3.A new discharge manifold that connects to the existing 15" force main . 4.Connection to the City's existing SCADA system . A C1-1 Laguna Lift Station Replacement Project — Specification No . 91116 Page 2 CONCURRENCE S The City's Community Development Director approved a Categorical Exemption fro m environmental review for this project in May 2012 . The Public Works Department staff concurs with this request. FISCAL IMPAC T The project is identified in the 2011-13 Financial Plan, Appendix B, Capital Improvement Plan , pages 3-77 through 3-79 with $200,000 for design, $800,000 for construction, and $200,000 for construction management services . In October 2011, the City entered into an agreement for design services with AECOM, Inc . for th e replacement of two existing lift stations, Laguna and Calle Joaquin, at a total cost of $535,400 wit h $144,600 attributed to the design cost for the Laguna Lift Station project . Due to the long lead time, advance purchase of the pumps and wet well for $345,000 wa s authorized by the City Council in May 2012 to expedite the replacement of the Laguna Lift Station . This equipment will be furnished to the contractor for installation during the project's construction . The Engineer's Estimate of construction cost is $525,300 . Funds will be transferred via a Budge t Amendment Request at time of contract award .
