Brown Act
As a member of an advisory body, you will have to follow the Brown Act.
The CA Cities Brown Act Guide which is the gold standard for
understanding responsibilities related to the Act.

Non-Agenda Items (pg. 34)
•The Brown Act generally prohibits any action or discussion of items not
on the posted agenda.
Responding to the Public (pg. 34)
•Brown Act does not allow discussion or action on items not on the
agenda
•Members of the TC, or City Staff, can “briefly respond” to comments or
questions from members of the public
•TC members may ask for information and request a report back

Robert’s Rules of Order
Motions are the vehicles for decision making by a body
•Use them to focus discussion
•A motion must be moved and seconded
•An amendment can come out of that focused discussion
o Add or subtract from the main motion

PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA
The public is encouraged to submit comments on any subject within the jurisdiction of the Tree Committee that does not appear
on this agenda. Although the Committee will not take action on items presented during the Public Comment Period, the Chair
may direct staff to place an item on a future agenda for discussion. Comments are limited to 3-minutes, per person.

Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon at one time. A
member of the public may request the Tree Committee to pull an item for discussion. The public may comment on any and all
items on the Consent Agenda within the three-minute time limit.

Provide recommendations to City staff regarding the proposed
updates to the Street Trees Major Streets List (Engineering Standard
8020) and propose adjustments, if necessary.
Continue the review of the updates to the Street Trees Major List
(Engineering Standard 8020), with specific direction to staff on
pertinent issues to a hearing date certain, or uncertain.

•Crown width and density have most significant effects on cooling
•For every sq. m increase in canopy, temperature drops by a degree
