HomeMy WebLinkAbout03-24-2025 TC Staff presentation1 City of San Luis Obispo Tree Committee Meeting March 24, 2025 2 PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA The public is encouraged to submit comments on any subject within the jurisdiction of the Tree Committee that does not appear on this agenda.Although the Committee will not take action on items presented during the Public Comment Period,the Chair may direct staff to place an item on a future agenda for discussion.Comments are limited to 3-minutes,per person. 3 CONSENT ITEM(S) Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon at one time.A member of the public may request the Tree Committee to pull an item for discussion.The public may comment on any and all items on the Consent Agenda within the three-minute time limit. Item 3a. Consideration of Minutes – February 24, 2025, Tree Committee Meeting Minutes 4 Request to remove 20 existing trees and provide 45 compensatory tree plantings as part of a development project at 3450 Broad Street Applicant – San Luis Obispo Classical Academy (SLOCA) Item 4a – TREE-0033-2025 (3450 Broad Street) March 24, 2025 5 Focus of Review Review the proposed tree removal request regarding its consistency with policies and standards set forth in the Tree Regulations per San Luis Obispo Municipal Code Section 12.24.090(F)(4) Make a recommendation to the Planning Commission 6 Project Location 3450 Broad Street Large developed property with existing building and supporting site improvements (parking, landscaping, etc.) 7 Project Description Redevelop existing site to accommodate a proposed (future) school and daycare New outdoor field and activity areas New outdoor classroom areas (decks along Sacramento Drive) Revised parking lot design 8 Proposed Tree Removals 40 existing trees 20 removals 12 Callery pears 3 Australian willows 3 Coast live oaks 1 Western sycamore 1 stump 20 remaining to be protected 9 Proposed Compensatory Plantings 45 replacement trees Chitalpas Brisbane box Coast live oaks Engelmann oaks Island oaks Water gum Chinese elm 10 Summary of Applicable Criteria 12.24.090.G(1-7) •G(1) Size of Tree – Fairly small in scale, ranging from 3 to 11 inches in DBH, with limited to moderate canopy sizes •G(2) Location – Visible from the public right-of-way (primarily located in north parking lot and side yard area along Sacramento) •G(3) Species – Non-native removals •G(4) Forestry Best Practice – 20 removals include 13 in poor condition, 6 in fair condition, and 1 has been cut and is a stump; 45 replacement plantings to include young native and native-adjacent trees to increase biodiversity and tree age distribution •G(5) Public Right-of-Way Impact – Removals not due to obstruction of vision, access, mobility of public traffic, or sidewalk infrastructure repair or replacement •G(6) Compensatory Plantings – Number of replacement trees (2.25:1) exceed the minimum replacement requirement (1:1) •SLOMC Section 12.24.090(G) (Criteria for Tree Removal Recommendation) 11 Tree Committee Actions Recommend findings of consistency with the Tree Regulations. An action recommending approval of the application based on consistency with the Tree Regulations (SLOMC Chapter 12.24) would be forwarded to the Planning Commission for final action. This action may include recommendations to revise the proposed landscaping plan. Continue the project to a hearing date certain, or uncertain. An action continuing review of the application to another hearing date should include clear direction to the applicant and staff on pertinent issues based on consistency with the Tree Regulations. Recommend findings of inconsistency with the Tree Regulations. An action recommending denial of the application should include findings that cite the basis for denial and reference inconsistency with the General Plan, Tree Regulations, or other policy documents. 11 12 PUBLIC COMMENT FOR TREE REMOVAL APPLICATION 13 COMMENT & DISCUSSION Item 5a.
