1. CALL TO ORDER
A Regular Meeting of the San Luis Obispo Cultural Heritage Committee was
called to order on August 25, 2025 at 5:30 p.m. in the Council Chambers at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Tischler.

3.a CONSIDERATION OF MINUTES - APRIL 28, 2025 CULTURAL
HERITAGE COMMITTEE MINUTES

To approve the Cultural Heritage Committee Minutes of April 28, 2025.

4.a REVIEW OF A MIXED-USE PROJECT, INCLUDING AN ADDITION AND
ALTERATIONS TO A MASTER LIST HISTORIC RESOURCE (OLD GAS
WORKS); A RESIDENTIAL BUILDING; AND SITE IMPROVEMENTS (251
PACIFIC STREET, 1390 WALKER STREET, & 280 PISMO STREET
[ARCH-0451-2024])
All Committee Member reported having no Ex Parte Communications.
Associate Planner Hannah Hanh presented the staff report and responded
to Committee inquiries.
Applicant representative, Dan Herrick, provided a brief overview of the
project and responded to questions raised.

Motion By Member Blakely
Second By Vice Chair Ashbaugh
1. Recommended the Community Development Director find the project
consistent with applicable policies, guidelines, and requirements with
the Historic Preservation Ordinance, Historic Preservation Program
Guidelines, Secretary of the Interior’s Standards, and Agreement to
Retain the Historic Wood Doors and Window Features;
2. Concurred with recommended conditions described in the staff report;
and
3. Provided direction to include the following conditions along with a
request:
Conditions
The addition to the Old Gas Works shall be constructed using
materials represented in the development application to clearly
differentiate the addition from the existing building.

A replica of the historic lunette that includes a muntin pattern which
matches the original window (alternate materials may be
considered) shall be installed above the entrance in the original
doorway.
The City Arborist shall review the final landscape plans to ensure
that landscaping will not cause damage to the Old Gas Works
building.
Landscaping materials (e.g., pavers, flagstones, low walls,
boulders, or other masonry) that are compatible or complementary
with the Los Berros (Caen) stone shall be incorporated.
Any replacement roof materials or design shall be consistent with
the roof design and material of the Old Gas Works from its period
of significance.
Request
Consider adding a feature to the residential building that pays
homage to the Old Gas Works.

4.b REQUEST TO DESIGNATE THE PROPERTY AT 1110 BUCHON
STREET AS A MASTER LIST RESOURCE. THE PROPERTY IS
CURRENTLY LISTED AS A CONTRIBUTING RESOURCE IN THE
CITY’S INVENTORY OF HISTORIC RESOURCES (HIST-0504-2025)
All Committee Members reported having no Ex Parte Communications.
Eva Wynn, Planning Technician presented the staff report and responded
to Committee inquiries.
Applicant representative, James Papp, provided a brief overview of the
project and responded to questions raised.

Make a recommendation to the City Council on the property’s qualification
to be included in the City’s Inventory of Historic Resources as a Master
List Resource.

Principal Planner Brian Leveille provided an update of upcoming projects.
6. ADJOURNMENT
The meeting was adjourned at 7:40 p.m. The next Regular Meeting of the
Cultural Heritage Committee is scheduled for September 29, 2025 at 5:30 p.m. in
the Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
